About this file
This is a Questions and Answers document for a federal contract opportunity for a truck-mounted de-icing tank sprayer system at RAF Lakenheath. The primary Kenworth trucks (T880 and T370 models, 2018-2023) will receive a single baffled tank system with minimum 4,000-liter capacity (maximum capacity limited by 14 short ton weight constraint when filled). The tank must be constructed of high-density polyethylene (HDPE), cross-linked polyethylene (XLPE), or stainless steel, with top gravity fill capability and transfer pump connection for both filling and draining. The spray system must deliver a minimum 10-meter liquid spray width with even distribution using a spray system (not a spray bar), with the spray hardware capable of extending from the rear since tailgates will be removed during operation. The unit must not exceed 11 feet in total height and fit within the truck bed interior dimensions of 14 feet length and 7 feet width (narrowing to 6 feet 4 inches at the base due to bed support design).
The deicing fluid is Konsin Eco De-Ice and Anti-Ice Fluid (potassium acetate-based, specific gravity 1.29, pH 10.4–10.8, viscosity 25–30 mPa·s, minimum temperature −37°C) with application rates of 0.25 to 1.5 gallons per 1,000 square feet at operating speeds of 20–30 mph, requiring computerized chemical-metering systems for dynamic rate management. The unit must include a complete LED lighting package with 360-degree amber warning beacons, work lights, and illuminated controls. The manufacturer shall perform initial installation and on-site training, provide a 12–24 month warranty, and furnish technical documentation; follow-on service (up to two summer rebuild visits plus annual maintenance) is preferred but not required. Delivery must occur within 90 calendar days of award to RAF Lakenheath, Building 1119, via Gate 8 (IP27 9BU), with the awardee responsible for customs clearance through the Mildenhall Customs Office. Quotations must remain valid for a minimum of 60 calendar days from the submission deadline of 24 September 2026 at 16:30 BST; the question deadline was 18 September 2026 at 16:30 BST with no extension offered.

48 CES - Truck Mounted De-Icing Tank Sprayer
Questions & Answers
Questions:
1. Please confirm whether the required tank capacity is 4,000 L or 10,000 L. Do both entries refer to the same main tank, or are the multiple tanks required? Please state the required usable capacity and any minimum headspace allowance.
a. We request that the company physically inspect the vehicle to confirm compatibility. We request a single-tank deicing system with a minimum capacity of 4,000 liters (approximately 1,056 gallons), with the largest capacity possible within applicable vehicle weight limitations. To support current and future mission requirements, the tank must be capable of being filled by both top gravity loading and transfer pump. Total deicing machine weight must not exceed 14 short tons (28,000 pounds). Based on Konsin Eco deicer, the estimated weight per 1,000 liters is approximately 2,844 pounds.
Total vehicle height, with the tank installed, must not exceed 11 feet. The cargo bed floor begins at a height of 4 feet.
2. Please confirm whether the minimum spray coverage is 40 ft (12.192 m) or 10 m, and whether this means total treated swath or throw distance from each side.
Please reconcile the 8 ft maximum machine width with the 12 ft spray-system limit and identify the allowable transport and operating widths and spray-hardware arrangement.
a. We request that the company physically inspect the vehicle to confirm compatibility. The unit must provide a minimum liquid spray width of 10 meters and distribute deicing fluid evenly across that width. The deicing liquid must be applied through a spray system and not by means of a long spray bar. The spray bar or spray unit must not exceed the width of the truck, which is 2.5 meters (approximately 8 feet). The spray hardware may extend from the rear of the truck, as the tailgate will be removed during operation.
The truck bed interior dimensions are 14 feet in length and 7 feet in width at the side walls; however, due to the bed support design, the bottom 6 inches narrows to 6 feet 4 inches in width.
3. Please identify the deicing chemical(s), concentration, specific gravity, minimum ambient/fluid temperature, required application-rate range, and operating-speed range. What coverage uniformity and wind/test conditions govern acceptance? Are in-cab controls, section shutoff, or automatic ground-speed compensation required?
a. We request that the company physically inspect the vehicle to confirm compatibility. Konsin Eco De-Ice and Anti-Ice Fluid, manufactured by CHELA Intelligent Cleaning Company, uses potassium acetate as its active ingredient. The fluid has a specific gravity of 1.29, equivalent to approximately 10.76 lb/gal, a pH range of 10.4–10.8, conductivity of 91 mS, and viscosity of 25–30 mPa·s; the test temperature and measurement basis for conductivity and viscosity should be confirmed. The minimum fluid temperature is −37 °C, and the compatible applicator operating-speed range is 20–30 mph. Application rates range from 0.25 to 1.5 gallons per 1,000 square feet and must be dynamically managed through computerized chemical-metering systems to maintain the required application rate as vehicle speed changes.
4. Please provide the receiving truck make/model, usable internal bed dimensions, tailgate/access restrictions, payload and axle limits, and approved attachment points, with drawings or photos if available. Is the 10 ft height measured from the skid base or from ground level when installed? Does the 15-ton limit mean U.S.
short tons, metric tonnes, or U.K. long tons, and does it include the complete filled sprayer, fuel, and accessories?
a. We request that the company physically inspect the vehicle to confirm compatibility. The primary trucks will be Kenworth(T880 & T370 2 example models) with model years ranging from 2018 - 2023 but all trucks have the same 15 short ton weight capacity. The truck bed interior dimensions are 14 feet in length and 7 feet in width at the side walls; however, due to the bed support design, the bottom 6 inches narrows to 6 feet 4 inches in width.with the tank installed, must not exceed 11 feet. The cargo bed floor begins at a height of 4 feet. Total deicing machine weight must not exceed 15 short tons while filled (30,000 pounds). Based on Konsin Eco deicer, the estimated weight per 1,000 liters is approximately 2,844 pounds.Tailgates are removed while deicer is installed and gate latches can be used to help secure unit in truck. total deicher machine weight with everything including fluid cannot exceed 14 short tons
