About this opportunity
The Department of State, Global Acquisitions, Acquisition Management Directorate, is conducting market research to support procurement of 45Drives Storinator storage systems for the Computer Investigations and Forensics Division, with sources sought responses due by September 3, 2026; this procurement is anticipated to be set aside for small businesses.
The storage systems will support digital forensics evidence management, providing active storage, backup storage, and disaster recovery capabilities encompassing both on-site and off-site hardware. Place of performance is the Department of State facility at 1400 Wilson Blvd, 12th Floor, Arlington, Virginia 22209. The requirement specifies four XL60 servers with Seagate Exos 32TB drives, remote DRBD configurations, DRBD licensing for two servers, and 5-year annual service plans and warranties for both primary and backup/disaster recovery systems. Physical equipment must be delivered within 30 days after order acceptance.
The period of performance for service components is five years from award date. While the Government anticipates a brand name requirement for 45Drives solutions, vendors may propose equivalent products if they provide thorough descriptions of salient characteristics and how they meet requirements. Only authorized resellers of all proposed line items will be considered.
Vendors must confirm their ability to complete C-SCRM documentation and may be required to submit a State Department Secure Software Development Attestation Form addressing secure software development practices, supply chain risk management, physical and personnel security controls, and vulnerability management. The Government will evaluate responses to determine whether to proceed with a small business set-aside or full and open competition.
Notice text
This notice is a Market Research Request, responses are for informational purposes only.
The Department of State, Global Acquisitions, Acquisition Management Directorate, Diplomatic Mission Support (GA/AMD/DMS) is conducting market research for a procurement to support the Computer Investigations and Forensics Division (DS/CTS/CTI/CIF). The Government seeks to identify vendors that can provide the complete 45Drives Storinator-brand storage system described in the attached Statement of Work, which is critical for the long-term safekeeping of digital forensics evidence. The storage system will provide three critical requirements: active storage, backup storage, and disaster recovery encompassing both on-site and off-site storage hardware.
Physical equipment will be delivered within 30 days after receipt of order.
Period of Performance: The period of performance for the service components will be five years from the date of the award.
We anticipate that this will be a brand name requirement for 45Drives solutions specifically. However, submitters may propose products and services that are “equal” in nature. If doing so, please provide a thorough description of the proposed products and services, their salient characteristics, and a description of how they meet the Government's requirement. Whether a quote is for the 45Drives solution in the SOW or for an equivalent solution, the Government will only review quotes from vendors who are authorized resellers of all proposed line items.
If this requirement is competed via an RFQ, a C-SCRM Questionnaire will be required and a State Department Secure Software Development Attestation Form may be required. Submitters must confirm whether they would be able to complete the C-SCRM documentation (attached) if required by a future solicitation.
Based on the responses to this notice, this requirement may be set aside for small businesses or procured through full and open competition. This notice is a Sources Sought Notice only and the Government is not under any obligation to reply to any communications submitted in response to this notice.
