About this opportunity

The Department of Veterans Affairs, Network Contracting Office 9, is soliciting an RFQ on or about June 23, 2026, for two semi-instantaneous vertical Cemline hot water heaters on behalf of the James H. Quillen VA Medical Center in Mountain Home, Tennessee, with responses due July 6, 2026. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside.

The existing hot water heaters in building 005 have reached end-of-life and require replacement. The replacement units must be specialty semi-instantaneous vertical heaters fabricated to ASME codes, stamped for 150 psi working pressure, with stainless-steel tanks and stainless-steel threaded openings mounted on steel support skids with lifting lugs. A critical constraint is that the replacement heaters must meet precise measurements to function within the existing mechanical room space; dimensional fit is non-negotiable. Insulation must be foam with an enameled metal jacket, 20-gauge thickness.

Specifications require factory assembly and piping including steam strainers, electric-operated temperature regulators, float and thermostatic steam traps, double-wall copper tubes, ASME pressure-temperature relief valves, water and steam pressure gauges, and a solid-state control module with PIO Control signaling and LED display. Heaters must be rated to heat 27 gallons per minute from 40°F to 140°F when supplied with 15 PSIG saturated steam, maintaining outlet temperature within 5 degrees of setpoint. BACnet and Computrol compatibility are required.

SDVOSB contractors must comply with subcontracting limitations, paying no more than 50 percent of contract value to non-SDVOSB or non-VOSB firms. Delivery is expected as soon as possible after award. NAICS 333415; PSC 4520.
