About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of the Department of the Navy Naval Sea Systems Command, is seeking to procure comprehensive sustainment engineering support services for electrical power and integrated propulsion systems across three naval ship classes: DDG 1000, LHA-6, and LHD-8. The services required include technical data package development, system troubleshooting, failure analysis, configuration management, obsolescence remediation, cybersecurity support, and field service support. The government intends to award this contract on a sole-source basis to GE Energy Power Conversion Naval Systems Inc. (CAGE 4YXB0) under 10 U.S.C. 2304(c)(1), citing that only one responsible source can satisfy the agency's requirements for these specialized naval power systems. The contract will be evaluated based on the contractor's ability to deliver the technical performance outlined in the Performance Work Statement, which includes system assessments, software and hardware upgrades, first article testing, fleet rider services, and operational training support. This is a pre-solicitation notice posted on December 9, 2025, with a response deadline of December 23, 2025; however, interested parties should note that this notice does not constitute a commitment to solicit or award a contract, and any formal solicitation will be announced through sam.gov.
This procurement carries no set-aside designation and is intended as a sole-source award to the incumbent contractor GE Energy Power Conversion Naval Systems Inc., the apparent current provider of these specialized naval engineering support services. The pre-solicitation notice does not disclose specific award values or budget ranges for the contemplated contract action. The statement of work encompasses sustained support across three distinct naval vessel classes with complex integrated power systems, indicating this will be a multi-faceted, long-term sustainment engagement rather than a time-limited or one-time procurement. While specific contract duration and monetary values are not provided in this pre-solicitation notice, the scope of work suggests a comprehensive, ongoing support relationship covering engineering analysis, field service deployment, training delivery, and unplanned outage response. Potential bidders and interested parties are advised that the government will not reimburse respondents for questions submitted or information provided in response to this notice, and further instructions for any formal solicitation will be published separately on sam.gov.
