About this opportunity

The United States Air Forces in Europe - Air Forces Africa (USAFAF) is soliciting a contractor to manufacture, deliver, and assemble a complete air conditioning system for Fire Station #8, Building #1058 at Ramstein Air Base in Germany. The procurement includes a REMKO MVV 2003 DC inverter multi-split VRF air conditioning system with one outdoor unit, one floor console, nine indoor wall-mounted units, nine wired remote controls, and a complete refrigerant pipe network using seamless copper pipes with thermal insulation. Key contract requirements include compliance with German regulations (DIN EN standards, VDI standards), U.S. Air Force standards including cybersecurity requirements per UFC 4-010-06, job site mobilization with appropriate scaffolding and safety measures, system commissioning, and provision of R 410A refrigerant. The contractor must obtain a risk assessment per German Labor Protection Law, coordinate with the Health & Safety Coordinator, and have an independent expert conduct a comprehensive technical handover inspection including pressure testing, evacuation, and system calibration. While specific evaluation criteria and proposal deadline information are not detailed in this pre-solicitation notice, the contractor must deliver as-built documentation in both English and German within 20 days of turnover, including CAD files in DWG format, technical specifications, installation and maintenance manuals, and electrical diagrams.

This pre-solicitation notice indicates no set-aside designations are being used for this procurement. The contract requires the exclusive use of REMKO manufacturer components, as confirmed by coordination with the HVAC-Shop and validated by an AF Form 679 waiver approved on August 23, 2022. The system comprises specific quantities: one outdoor unit (REMKO MVV 2003 DC), one floor console (BK-1000 Plus S), one condensate collection tray, nine indoor wall-mounted units (REMKO MVW 222), and nine remote controls. The project is managed by the 435th Construction and Training Squadron with a target completion date that had been set for September 2025, though this appears to be a historical reference given the current posting date of March 30, 2026. The contractor bears all costs for site entry passes, police clearance certificates, waste disposal, and storage area maintenance, and no specific award value or budget range is disclosed in this pre-solicitation notice.
