About this file

This is a Statement of Work (SOW) for the installation of an air conditioning system at Fire Station #8, Building #1058 in the Vogelweh Housing Area at Ramstein Air Base, Germany. The project, designated YANB 21-1566, is managed by the 435th Construction and Training Squadron with a target completion date of September 2025. The contractor must manufacture, deliver, and assemble a complete REMKO MVV 2003 DC inverter multi-split VRF air conditioning system consisting of one outdoor unit, one floor console, one condensate collection tray with oil separator, nine indoor wall-mounted units (REMKO MVW 222), and nine wired remote controls. The scope includes installation of a complete refrigerant pipe network using seamless copper pipes with thermal insulation, connection of condensation pumps and hoses, job site mobilization, system commissioning, and provision of operating materials including R 410A refrigerant.

All work must comply with applicable German regulations (DIN EN standards, VDI standards) and U.S. Air Force standards, including cybersecurity requirements per UFC 4-010-06 for all electronic components. The contractor must obtain a risk assessment per German Labor Protection Law two weeks prior to installation start and coordinate with the Health & Safety Coordinator. An independent expert hired by the contractor must conduct a comprehensive technical handover inspection including pressure testing, evacuation, system calibration, and user instruction. Deliverables include as-built documentation in English and German within 20 days of turnover, consisting of CAD files in DWG format compatible with AutoCAD 2024 or lower, technical specifications, installation and maintenance manuals, electrical diagrams, and training protocols. The contractor bears all costs for site entry passes, police clearance certificates, waste disposal, and storage area maintenance. An AF Form 679 waiver for air conditioning installation was approved on 23 August 2022, and coordination with HVAC-Shop confirms that only REMKO manufacturer components may be installed.

Title I – General

435 CTS will remodel building #1058 in Vogelweh Family Housing, Germany, to house

Satellite Fire Station #8. The requested work includes the renovation and remodeling of

Building 1058 and the addition of a vehicle bay.

The remodel/construction work is necessary to provide an adequate and functional satellite fire station to provide efficient and effective fire and rescue services to the Vogelweh Family

Housing Area. This new fire station will ensure that the DoDl6055.06 required emergency response time to all military facilities within 7 minutes.

1. Location:

The new Fire Station #8 will be located on Vogelweh Housing Area, Alabama Street – next to building #1058 and can be reached by paved roads. A location map is attached under Title

III. The area can only be entered with valid US entry passes. Costs for entry passes and police clearance certificates are at the contractor's expense.

2. Applicable Publications / Norms:

All work shall be planned and carried out in compliance with relevant German regulations regarding installation, commissioning and final turn over of air conditioning systems with cooling fluids (i.e. DIN EN 16798-1, DIN EN 16798-3, DIN EN 378, DIN 8960, DIN EN

1736, DIN 8901, VDI 2078, VDI 2081). In addition, traffic rules and the safety regulations of the Bauberufsgenossenschaft (builders association) shall be adhered to, as well as the

Base Appearance Standards for KMC construction projects.

Important: For the installation of the air conditioning the user has provided CTS with a AF FORM 679, an approved waiver, dated 23 Aug 2022.

3. Additional Information:

Cooling load calculations for the rooms and a floor plan are available. The pipe dimensions must be checked by the contractor and adjusted if necessary. If changes to the pipe routing are necessary compared to the plan already supplied, these must be entered into an execution plan early on and coordinated with the client so that the necessary installation plans can be harmonized with the other trades. Air coolers must be installed in such a way that proper condensate drainage is possible.

It has already been coordinated with HVAC-Shop, RAB, and due to repair and maintenance work, only components from the manufacturer REMKO are to be installed – see attached email correspondence with Mr. Denis Müller, 86 CES/CENMP.

Please be advised that all electronic components will be subject to a Cybersecurity check and only components that are compliant with UFC 4-010-06 Cybersecurity of Facility-

Related Control Systems may be installed. The contractor is obliged to deliver all relevant documents for this check with the quote. Please be advised that quotes with missing

Cybersecurity information cannot be reviewed!

4. Acceptance / Commissioning / Handover:

An inspection must be carried out by an independent expert, hired by the contractor.

The technical handover of equipment includes checking and documenting the delivered equipment components and the entire pipe network, including pressure testing and evacuation. In addition, a comprehensive refrigeration equipment inspection is carried out.

This includes checking the system pressures and all relevant values to ensure fault-free operation, as well as instructing the system technician. The technical handover of the system to the user is carried out by qualified personnel.

Furthermore, the following services are part of the technical equipment handover: Visual inspection of the indoor and outdoor modules for assembly errors and damage, visual inspection of refrigerant lines, inspection of electrical connection lines, leak test with dried nitrogen, evacuation and filling of the system, calibration of indoor and outdoor parts, instruction of the user, creation of a report, and technical equipment handover to the user.
