About this opportunity

The Department of Veterans Affairs (VA) Regional Procurement Office West (RPOW) Activations Branch III has issued a Special Notice for a sole source procurement of vaccine refrigerators for the VA Antelope Valley Community-Based Outpatient Clinic (CBOC) in Lancaster, California. The notice specifically outlines the intent to award a contract to Griffin Chapman Environmental Inc. for four TempArmour refrigerators: two large chest refrigerators (Model BFRV84) and two small chest refrigerators (Model BFR). These specialized refrigeration units are critical for storing vaccines and medical products at a stable temperature, with the unique capability of maintaining temperature during power outages. The procurement falls under NAICS Code 333415 for Air-Conditioning and Refrigeration Equipment Manufacturing. The notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 to provide transparency in the contract award process.

Contractors interested in this opportunity must submit a capability statement by March 12, 2025, at 8:00 a.m. PST via email to erica.perry-johnson@va.gov. A critical requirement for potential vendors is obtaining an authorization letter from TempArmour confirming they are an authorized distributor or reseller of the equipment. While the VA intends to sole source the contract to Griffin Chapman Environmental Inc., other responsible sources may submit capability statements for consideration. The government retains sole discretion in determining whether to compete the proposed contract based on the responses received. Vendors are advised that they will not be reimbursed for any information provided, and no capability briefings will be honored. The procurement is structured under simplified acquisition procedures, with the total value falling below the $250,000 threshold. TempArmour, noted as a woman-owned small business, is identified as the sole manufacturer and distributor of these specialized refrigeration units.
