About this opportunity
U.S. Army Contracting Command – Aberdeen Proving Ground, Tobyhanna Division is conducting market research to identify qualified sources for preventative maintenance, diagnostic inspections, and repairs on thirty-nine 400 Hz cycle converters at Tobyhanna Army Depot, with capability statements due by September 8, 2026 at 2:00 PM EST. The set-aside determination—Small Business or Full and Open Competition—will be made based on market research results. This is a sources-sought notice for market research only; no contract will be awarded from this announcement.
Work is performed on-site at Tobyhanna Army Depot (11 Hap Arnold Boulevard, Tobyhanna, Pennsylvania 18466) during normal business hours (0700–1630 Monday–Thursday; 0700–1530 Friday). The anticipated acquisition strategy is single-award Firm-Fixed-Price for both preventative maintenance and emergency repairs. The contract is structured in three service categories: TIER I quarterly preventative maintenance, TIER II semi-annual maintenance, and TIER III annual maintenance for idle units; emergency call-out assessment and diagnostics with 48-hour on-site response; and approved emergency repairs executed only upon written authorization. The FFP preventative maintenance rate includes all labor, travel, consumable materials, and on-site replacement of minor components. Emergency repair materials are invoiced at direct cost only without markup.
Key personnel must demonstrate minimum five years' experience within the past ten years servicing, maintaining, and repairing 400 Hz cycle converters or similar heavy industrial power systems. Contractor personnel require background checks, ELTY Form 648-C access approval at least ten calendar days prior to on-site work, Common Access Card eligibility where applicable, and completion of Anti-Terrorism Level I, OPSEC Level I, iWATCH, Information Assurance Cyber Awareness, and safety training. All on-site supervisors must complete an OSHA 30-hour safety course before starting work. The contractor bears responsibility for all tools, diagnostic systems, load-testing equipment, service vehicles, and materials.
