About this opportunity
The U.S. Customs and Border Protection (CBP) is seeking to procure four personal watercraft (PWCs) for the Buffalo Sector to patrol remote waterways on Lake Erie and Lake Ontario. The procurement is a brand name or equal solicitation with specific technical requirements, including 2025 model PWCs with 170-250 HP four-stroke engines, minimum 16-gallon fuel capacity, and closed-loop cooling systems. The RFQ (70B03C25Q00000062) will be evaluated on a best value basis, with technical capability and past performance being less important than price. Potential vendors must submit quotes by January 3, 2025, at 2:00 PM ET, including a completed SF18 form, technical capability statement, and price quote. Questions regarding the solicitation are due by December 23, 2024, and must be submitted to Contracting Officer Robert J. Kay.
The contract is set aside exclusively for small businesses under NAICS code 423910 with a size standard of 100 employees. The PWCs will be delivered to the CBP headquarters in Grand Island, NY within 60 days of award (by March 7, 2025). The procurement requires vendors to meet specific technical specifications, including a minimum 25-gallon front storage, three-person tandem seating, 600+ lb rider capacity, and a maximum length of 152 inches. The contract includes requirements for a minimum 12-month manufacturer warranty and a New York state safety kit. While no specific award value is mentioned, the procurement is for four new PWCs to support border patrol operations on Lake Erie and Lake Ontario, with the primary objective of enhancing law enforcement capabilities in remote waterway areas.
