About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking companies capable of delivering a comprehensive data migration solution and application configuration work within the 3DEXPERIENCE (3DX) platform. This pre-solicitation notice, posted on June 30, 2025, requires contractors to maintain application configuration code, support the 3DX Authority to Operate (ATO), and migrate data across multiple integrated applications including 3DX/Enovia for Product Lifecycle Management, Cameo and Teamwork Cloud for model-based systems engineering, and CATIA for computer-aided design functionality. The contractor must possess personnel with up to Top Secret/SCI clearance and demonstrate capability to work across multiple security domains (IL-5, IL-6, and IL-6+) in a hybrid cloud environment utilizing AWS GovCloud, AWS Secret, and AWS DAF Cloudworks. The original RFI response deadline was September 16, 2025, with interested parties required to submit white papers addressing specific capability questions including data migration approaches, team configurations, and application configuration feasibility. The notice was reactivated on September 17, 2025, to post Q&A responses to previously received submissions, with the government not requesting additional responses at this time.

This opportunity has no set-aside designation and represents a new requirement with no incumbent contractor. The contract will be executed in two phases: Phase I focusing on data migration solution development and digital thread verification, while Phase II involves additional application configurations, quarterly build package verification, and ongoing support during core business hours (0900-1500 EST, Monday-Friday). The contractor will serve as a system administrator across three environments and provide one full-time equivalent support personnel to assist with software development, troubleshooting, and training. The work will be primarily delivered from Hanscom AFB and requires adherence to DoD Risk Management Framework, Cyberspace Workforce Qualification guidelines, and Cloud Computing Security Requirements. While specific budget ranges or award values are not disclosed in this pre-solicitation phase, the scope indicates a substantial technical effort requiring specialized expertise in enterprise-level data migration and configuration management across multiple security classifications.

The Air Force is seeking companies that have the capability to deliver a data migration solution and application configuration work within 3DX. The contractor will be expected to maintain app config code and out of the box (OOTB) overall functionality, support the 3DX Authority to Operate (ATO), while deploying a data migration solution. 3DX integrates other supporting applications, including 3DX/Enovia for support of Product Lifecycle Management (PLM) Business activities, Cameo and Teamwork Cloud (TWC) for model-based systems engineering (MBSE) activities, and CATIA for computer aided design (CAD) functionality into a single environment. All of the above data types would need to be included in the data migration solution. Interested parties are requested to respond to this RFI with a white paper addressing the following questions:

3.2 General Capabilities
3.2.1 Does the attached Statement of Work (SOW) provide you with a sufficient understanding of the work required? If not, please specify what additional information would be needed to understand the requirement.
3.2.2 Please include a brief description of how you would develop a data migration solution. Alternatively, if you plan on utilizing an existing application, please provide additional specifications.
3.2.3 What team configuration do you feel would be needed to complete the digital threading work in a timely manner? Please provide your suggested FTE and labor mix, along with the estimated timeframe.
3.2.4 Is the app configuration effort, of Phase II of the attached SOW, something your company is able to complete, or would you require the help of a sub-contractor?
3.2.5 Do you have any additional questions or suggestions, that you believe would be helpful for this data migration and app config effort?
