About this file

This document is a Request for Information (RFI) for a data migration project by AFLCMC/WVSS involving the 3DEXPERIENCE platform. The project involves migrating existing 3DS data currently hosted on-premises across multiple impact levels: IL5 on AWS GovCloud, IL6 on AWS Secret, and IL6+ on AWS DAF Cloudworks. The contract is a new requirement with no incumbent, and will be executed in two phases. In Phase I, the contractor will develop a data migration solution and verify digital thread migrations, while Phase II will involve additional application configurations, quarterly build package verification, and support during core business hours (0900-1500 EST, Monday-Friday).

Key technical details include the contractor serving as a system administrator across three environments (but not as the primary admin), developing deployment pipelines, and supporting verification and validation activities. The software vendor will define out-of-the-box functionality, but the contractor and government will collaboratively determine overall solution functionality. The project will be primarily delivered from Hanscom AFB, with Top Secret environments in-scope from the contract's start. The hybrid cloud environment will continue to utilize on-premises 3DExperience with AWS cloud services, and there are no specific SAP/SAR requirements associated with this effort.

Data Migration RFI

Questions:

1. Is this a new requirement? Or is there an incumbent contract/contractor currently performing the services? Would you be able to share the contract details for reference?

New Requirement, no incumbent.

2. Where does the existing 3DS data live?

In on-premises 3DExperience operating on IL5 on AWS GovCloud, IL6 on AWS Secret, and IL6+ on AWS DAF Cloudworks.

3. What is the makeup of the 3DEXPERIENCE platform? Is it on-premises, in a government cloud? Is this the destination for the migration effort?

On-Premises 3DExperience operating on IL5 on AWS GovCloud, IL6 on AWS Secret, and IL6+ on AWS DAF Cloudworks.

4. Are there an existing set of deployment pipelines developed, or will these need to be built as part of the application configuration and update management?

Developed as part of the contract.

5. What role shall the contractor play in the verification and validation process? Will the vendor be making decisions on functionality?

For Phase I, the Contractor shall verify and validate (V&V) the digital threads of data moved utilizing the developed data migration solution. For Phase II, the Contractor shall execute V&V activities and deliver a V&V Software Test Report (STR) for the quarterly build packages. The Contractor shall include click steps that are a part of the V&V activities in the STR. The software vendor defines Out of the Box (OOTB) functionality but the Contractor and Government make decisions on overall functionality of the data migration solution and application configurations.

6. Is support in Phase II intended to be 24x7x365?

At a minimum core business hours of 0900 – 1500 eastern standard time, Monday – Friday.

7. Is contractor intended to be system admin for LAN/WAN and clouds as stated in 4.2.11.1? Is it possible that those capabilities will require more than a single FTE, especially across secret and TS.

Contractor is intended to be a system admin in all three environments, but not the primary system administrator in any of the environments. Main tasks would be to help with data migration and 3DExperience taskings that require system admin privileges.

8. Is the contractor intended to provide application development, or will all capabilities and configurations be “out-of-the-box"?

The data migration effort in Phase I will be utilizing an environment that has existing application configurations that will need to be taken into account but not develop new configurations. Phase II is to provide additional application configurations beyond out of the box and beyond existing application configurations.

9. Are you desiring or interested in using Cloud-base environments to support these workloads and tools? Or, is this solicitation targeted for on-prem deployments and operations.

We operate IL5 on AWS GovCloud, IL6 on AWS Secret, and IL6+ on AWS DAF Cloudworks using an On-Premises version of 3DExperience.

10. Which enterprise cloud landing zones is AFLCMC/WVSS planning to use to host the multiple digital engineering tools/software listed? Such landing zones include, but are not limited to: CloudOne, DAF CloudWorks, The Innovation Landing Zone and DPaaS / DTO’s LaunchPad.

Cloudworks.

11. Per the RFI, the government has established integrated digital environments at IL5, IL6 and IL6+. Please confirm those same impact levels will be needed in the cloud?

12. Which Air Force Bases will be primarily used to deliver the IL6 and IL6+ deliverables? Where will on-base work be delivered?

Hanscom AFB

13. When will Top Secret be in-scope?

At the start of the contract.

14. Where is the current solution hosted? Which commonly named environment is the current work hosted in?

15. What are AFLCMC/WVSS’ SAP/SAR requirements?

No SAP/SAR requirements.

16. What are AFLCMC/WVSS’ hybrid cloud requirements, where Hybrid cloud is defined as a combination of hyperscale cloud integrated with on-premise/on-base cloud services and infrastructure?

We operate IL5 on AWS GovCloud, IL6 on AWS Secret, and IL6+ on AWS DAFCloudworks utilizing On-Premises 3DExperience.

17. Who is the incumbent delivering these solutions currently?

No incumbent.
