About this file

This is a Request for Information (RFI) issued by the United States Air Force, Air Force Life Cycle Management Center (AFLCMC/WVSS) seeking companies capable of delivering a data migration solution within the 3DEXPERIENCE (3DX) platform. The RFI aims to identify potential contractors who can maintain application configuration code, support the 3DX Authority to Operate (ATO), and migrate data across multiple integrated applications including 3DX/Enovia for Product Lifecycle Management, Cameo and Teamwork Cloud for model-based systems engineering, and CATIA for computer-aided design.

Interested parties must submit a white paper in Microsoft Word format by 28 July 2025 at 5:00 PM EST, limited to 30 pages of text, via email to zachary.spaulding@us.af.mil and kelsey.stull.1@us.af.mil. The white paper should address specific capability questions including data migration approach, team configuration, application configuration feasibility, and any additional suggestions. The RFI emphasizes that this is an information-gathering exercise only, does not constitute a commitment to procure services, and all submissions will become government property. Respondents are advised that no costs will be reimbursed, and not responding does not preclude future participation in potential solicitations.

REQUEST FOR INFORMATION

3DX Data Migration

26 June 2025

1.0 Description

1.1 The United States Air Force, Air Force Life Cycle Management Center, AFLCMC/WVSS is seeking information from interested companies with the capability to deliver a data migration solution within the 3DEXPERIENCE (3DX) platform. Previous efforts configured the application code to serve as a collaborations and approval platform to support the Government's migration to a digital-based acquisition program. The application integrates other supporting applications, including 3DX/Enovia for support of Product Lifecycle Management (PLM) Business activities, Cameo and Teamwork Cloud (TWC) for model-based systems engineering (MBSE) activities, and CATIA for computer aided design (CAD) functionality into a single environment.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the www.beta.sam.gov website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

2.0 Background

The United States Air Force (“Government” or “Customer”) is executing a digital engineering approach to program execution guided by the “e-Program” Digital Engineering criteria set forth in the Digital Building Code published by SAF/AQ on 3 May 2021. This approach is consistent with the five goals identified in the 2018 DoD Digital Engineering Strategy, with an emphasis on establishing and maintaining an enduring authoritative source of truth through digital threads for the Government Program Management Office over its life cycle. The Government has established integrated digital environments at the IL-5, IL-6, and IL-6+ levels.

3.0 Requested Information

3.1 The Air Force is seeking companies that have the capability to deliver a data migration solution and application configuration work within 3DX. The contractor will be expected to maintain app config code and out of the box (OOTB) overall functionality, support the 3DX Authority to Operate (ATO), while deploying a data migration solution. 3DX integrates other supporting applications, including 3DX/Enovia for support of Product Lifecycle Management (PLM) Business activities, Cameo and Teamwork Cloud (TWC) for model-based systems engineering (MBSE) activities, and CATIA for computer aided design (CAD) functionality into a single environment. All of the above data types would need to be included in the data migration solution. Interested parties are requested to respond to this RFI with a white paper addressing the following questions:

3.2 General Capabilities

3.2.1 Does the attached Statement of Work (SOW) provide you with a sufficient understanding of the work required? If not, please specify what additional information would be needed to understand the requirement.

3.2.2 Please include a brief description of how you would develop a data migration solution. Alternatively, if you plan on utilizing an existing application, please provide additional specifications.

3.2.3 What team configuration do you feel would be needed to complete the digital threading work in a timely manner? Please provide your suggested FTE and labor mix, along with the estimated timeframe.

3.2.4 Is the app configuration effort, of Phase II of the attached SOW, something your company is able to complete, or would you require the help of a sub-contractor?

3.2.5 Do you have any additional questions or suggestions, that you believe would be helpful for this data migration and app config effort?
