About this opportunity
The Department of State, Office of Acquisition Management, seeks to award a sole source, firm-fixed-price purchase order to 3dB Labs for a Monarch Fly Away Kit, software licensing, one year of support and maintenance, and instructor-led training, with responses due September 14, 2026 at 9:00 a.m. ET. The procurement is set aside 100 percent for small business under NAICS 334515, with a 750-employee size standard.
Place of performance is Arlington, VA 22209 (DS/CTS/TIE facility at 5800 Barclay Drive, Alexandria, Virginia). The requirement supports the Bureau of Diplomatic Security's Certified TEMPEST Technical Authority (CTTA) Program and enables RF/TEMPEST assessment capability at domestic and overseas Department facilities.
The kit comprises one Monarch 16" laptop (Part Number MONARCH-LT-16-10G-ITAR-BB60D-16TB) with 1TB NVMe OS drive and 16TB RAID 0 storage, integrated SCEPTRE-10G software-defined radio covering 9 kHz to 6 GHz with 27 MHz instantaneous bandwidth, whip antenna, custom transport case, one SCEPTRE-10G license, and a four-day onsite CONUS training session for up to six personnel. Hardware delivery is required within 12 weeks of order; software support and maintenance runs September 16, 2026 through September 15, 2027. The contracting officer determined sole source award is justified under FAR 12.102(a) on brand-name authority, citing the proprietary SCEPTRE-10G software and 3dB Labs' exclusive Monarch system distribution and training rights. Market research confirmed no equivalent portable RF/TEMPEST assessment platforms exist in the TEMPEST community.
Evaluation weighs technical capability, price reasonableness, and a cybersecurity supply chain risk management (C-SCRM) go/no-go factor requiring submission of a completed C-SCRM Questionnaire or equivalent third-party assessment such as ISO 27001, ISO 9000, SOC II, or FedRAMP authorization. The contracting officer is Elizabeth K. Surette (SuretteEK@state.gov); contract administrator is Lily Fangio (FangioS@state.gov). Payment is via the Invoice Processing Platform.
