About this file
This is a Statement of Work for the U.S. Department of State, Bureau of Diplomatic Security, establishing requirements for procurement of RF/TEMPEST assessment equipment and training.
The procurement objective is to acquire a 3dB Labs MONARCH Fly Away Kit, including one year of software support and maintenance, plus four-day instructor-led training to enable DS CTTA (Certified TEMPEST Technical Authority) personnel to conduct RF/TEMPEST assessments at domestic and overseas Department facilities. The specific deliverables consist of one MONARCH 16" laptop-style controller system (SKU: MONARCH-LT-16-10G-ITAR-BB60D-16TB) featuring 1TB NVMe OS drive and 16TB internal RAID 0 storage, integrated with SCEPTRE-10G software-defined radio covering 9KHz to 6GHz with 27MHz instantaneous bandwidth, whip antenna, peripherals, and custom transport case; one year of annual software support and maintenance for SCEPTRE-10G-ITAR (SKU: SCEPTRE-10G-ITARMNT1); and four-day onsite CONUS training for up to six personnel (SKU: SCEPTRE-TRN4). The period of performance is one year from date of award. The vendor must deliver the laptop within 12 weeks of order acceptance and provide software license keys and confirmations to specified government email addresses (PerezJR1@state.gov and RedingerSW@state.gov). Physical shipments should be directed to the Department of State, DS/CTS/TIE/FT-CTTA facility in Alexandria, Virginia. Primary government points of contact are Bradley Harris (Government Lead) and Jacob Perez (TEMPEST Analyst/CTTA in training).

Statement of Work DS/CTS/TIE-CTTA 3dB Labs
BACKGROUND:
The Bureau of Diplomatic Security (DS), Cyber Technology and Security (CTS), Technology Innovation & Engineering (TIE), Certified TEMPEST Technical Authority (CTTA) is responsible for assessing and testing systems within Department of State facilities and secure spaces in order to strengthen the Department’s ability to protect National Security Information (NSI) and facilities from adversarial technical collection. TIE-CTTA supports this mission by testing for compromising signals emanating from these systems and performing RF/attenuation testing of domestic and overseas facilities.
Department of State personnel utilize classified systems to conduct operational work. These systems have the potential to leak NSI through compromising emanations and require testing to be properly identified and documented which enable remediations. Current field-testing equipment and assessment capabilities are outdated, degraded, and limited, which creates a need for a portable, repeatable, and field-ready solution capable of supporting RF testing and TEMPEST field-testing across Department environments.
This Statement of Work establishes the requirements for the contractor/vendor to provide a 3dB Labs MONARCH Fly Away Kit, software licensing, an additional year of software support and maintenance as well as the associated instructor-led training. The intent is to equip DS CTTA personnel with the software/hardware capability and knowledge required to conduct field testing in a consistent, controlled, and repeatable manner. This procurement supports the development of a field assessment capability that can be used to evaluate Department facilities, identify compromising emanations from devices, and provide actionable reporting to support remediation, and mission assurance.
OBJECTIVE:
The objective of this procurement is to acquire a 3dB Labs MONARCH Fly Away Kit, software licensing, an additional year of software support and maintenance as well as the associated instructor-led training to establish a repeatable RF/TEMPEST assessment tool and survey capability for Department of State domestic and overseas facilities.
This capability will allow DS CTTA personnel to conduct RF/TEMPEST assessments using a portable software-based platform designed to perform in demanding RF and physical environments. The procurement also provides a four-day, instructor-led training to enhance personnel understanding and how to properly deploy, operate, and interpret results from the 3dB Labs platform in support of Department of State CTTA surveys.
SCOPE OF WORK:
Without additional request or demand, the contractor shall:
1. Timely deliver license files, activation keys, and/or access credentials, as appropriate for each CLIN upon Order Acceptance
2. Coordinate with 3dB Labs and the DOS program office to schedule the training session within a mutually agreed timeframe following license delivery.
SUMMARY OF REQUIREMENTS:
Period of Performance: Date of award for one year on the software and training.
