About this opportunity
The Department of the Army's Mission and Installation Contracting Command (MICC) at Fort Sam Houston is soliciting offers from Women-Owned Small Businesses (WOSB) to provide food, lodging, and facility services for the Junior Cadet Leadership Challenge (JCLC) Chicago encampment. The contract requires comprehensive non-personal services including meal provision for approximately 300 cadets and 86 cadre personnel, lodging accommodations with separate facilities for male and female participants, and training facility support such as a 25-meter swimming pool, climbing tower, obstacle course, and transportation services. Offerors must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and must comply with Service Contract Labor Standards wage determinations, which specify prevailing wage rates including Cook I at $18.78 per hour and Swimming Pool Operator at $30.19 per hour with applicable fringe benefits. The Government intends to award without negotiations to the lowest-priced responsible offeror whose quote meets all solicitation requirements, making price the primary evaluation criterion. The offer due date is April 10, 2026, at 9:00 AM Eastern Time, with questions from offerors due by March 27, 2026, and contract performance scheduled from May 25 to June 12, 2026.
This solicitation carries a Women-Owned Small Business set-aside designation. The contract specifies eight firm fixed-price line items covering cadet and cadre meals across three daily services (1,200 breakfast units, 1,470 lunch units, and 1,200 dinner units for cadets; 344 breakfast, 368 lunch, and 344 dinner units for cadre), 1,300 lodging units, and one facility/training support operating unit. No incumbent contractor information is identified in the solicitation documents. The contract performance will take place at Fort Knox, Kentucky (note: the government description references Chicago as the place of performance, though the actual performance location is Fort Knox per the PWS and solicitation). The service delivery period spans from May 25 to June 12, 2026, with the primary training cycle occurring June 8-12, 2026, requiring 24/7 operational support and comprehensive quality control compliance with performance standards ranging from 95% to 100% depending on the specific service category.
