PERFORMANCE WORK STATEMENT – JCLC CHICAGO ENCAMPMENT

Training Facilities: The contractor must provide in-processing space with eight tables and 16 chairs, a 24-hour command post, and a first-aid station with sleeping space for two medical personnel and air conditioning. A 25-meter swimming pool (minimum 3 feet shallow end, 12 feet deep end) with separate male/female shower facilities and four certified lifeguards (16-hour daily coverage in 4-hour shifts) is required for aquatics training. Additional facilities include a climbing tower/rappel tower (20-60 feet height with enclosed staircase and 10-foot wall), two-acre wooded area for land navigation, two-acre landing zone for military helicopters, two-acre lake for water activities with two safety boats, outdoor amphitheater seating 300 with stage, one-to-two acre parade/athletic field, certified obstacle course with climbing ropes and crawling obstacles, eight portable toilets, four hand washing stations, 12 radios with one-mile communication range, and potable water cooling stations with electrolyte beverages (75% water, 25% electrolyte ratio).

Transportation: The contractor must provide round-trip bus transportation for training companies on June 9-11, 2026, with multiple pickups and dropoffs between St. John's Northwestern Military Academy in Delafield, Wisconsin, and Sussex Army National Guard Armory with specified times and 45 passengers per unit.

Administrative Requirements

The contractor must develop and maintain a Quality Control Plan, inform the Contracting Officer's Representative (COR) of issues within 24 hours (with written follow-up within three days), and provide a Program/Contract Manager available at all times. All contractor personnel must wear clean, professional clothing without offensive statements. The contract requires 24/7 operations support, compliance with federal and state safety regulations, safeguarding government property, and protection of contract information per Defense Imagery Management Operations Center guidelines. Deliverables include a pre-event resource planning meeting, contract manager contact information, and an itemized invoice within seven days of contract completion submitted electronically to HTTPS://PIEE.EB.MIL. PERFORMANCE WORK STATEMENT (PWS)

JCLC CHICAGO Encampment

25 May to 12 June 2026

PART 1

GENERAL INFORMATION

1. General: This is a non-personal services contract to provide food, lodging and facility usage for cadets conducting Junior Cadet Leadership Challenge (JCLC) from 25 May to 12 June 2026 for the Chicago Public Schools (CPS). This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform specified lodging, meals, and facility usage in accordance with this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Army Junior Reserve Officer Training Corps (JROTC) Chicago Public Schools annually require a qualified staff to conduct training, provide billeting for cadets and cadre, dining facility, and training areas for confidence training, land navigation, and other JCLC related events.

1.3 Scope: The contractor shall provide meals, lodging and training facilities to 300 cadets and 86 cadre. Resource working group will occur on 25 May 2026 and the on site camp training is from 8-12 June 2026.

1.3.1 Vendor will provide meals, lodging & training facilitation for 300 cadets and 86 cadre in support JCLC Chicago. Training includes: land navigation, aquatics training, confidence building training with rappel tower and climbing wall.

1.4 Objectives:

1.4.1 The JCLC will have one training cycle. The training cycle when commence on 8 June 2026 and end on 12 June 2026.The contractor shall provide meals, lodging and training facilities for 300 Cadets and 86 Cadre as outlined in part 5.

1.4.2. Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final meal selection, final attendee count and confirmation of location and serving times.

1.5 General Information:

1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a QCP to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract.

1.5.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 hours of identifying those issues. Verbal reports shall be followed up by written reports within three (3) days.

1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.3 Recognized Holidays: There are no federal holidays during the period of performance.

1.5.4 Operating Hours: The Contractor shall provide support 24 hours every day of the contract based on the daily requirements outlined in this PWS. Facility closures based on local or national emergencies will be directed by the Contracting Officer (KO). The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.5.5 Place of Performance: The work to be performed under this contract will be performed At the contractor’s primary place of business.

1.6 Security Requirements: The following information is provided on security matters.

1.6.1 Physical Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter.

Meetings may start or end outside of regular duty hours.

1.8 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in performance dates. The COR is not authorized to change any of the terms and conditions of the resulting contract. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, or specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government property; and coordinate site entry of Contractor personnel.

1.9 Key Personnel: The Contractor shall provide a Program/Contract Manager who shall be responsible for the performance of the work. The name of this person and an Alternate Program/Contract Manager, who shall act for the Contractor when the Program/Contract Manager is absent shall be submitted to the Contracting Officer and COR in writing. The Contract Manager and Alternate Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contract Manager or Alternate Contract Manager shall be available to contact at all times of this contract.

1.10 Identification of Contractor Employees: Reserved.

1.11 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/, the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.

1.12 Safety: The following provides information pertaining to Safety and Accident Prevention:

1.12.1 Safety Laws and Regulations: Reserved.

1.12.2 In addition to other requirements for accident prevention specified in this contract, the Contractor shall comply with all Federal and State requirements governing safety and health protection on construction sites and other applicable occupational safety codes.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: Although not inclusive of every term within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Day – means, unless otherwise specified, a calendar day.

Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable – means anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document, and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Subcontractor – means one that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

4. Contractor Furnished Property and Services

4.1 General: The Contractor shall furnish all food, meal serving services, equipment, supplies, management, supervision, and labor to perform work under this contract that are not listed under Part 3 of this PWS.

4.2 Secret Facility Clearance: Reserved.

4.3 Materials: The Contractor shall furnish all materials, supplies and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, and napkins.

4.4 Vehicles and Equipment: The Contractor shall be responsible for set up of the serving line, tables, cooking equipment and meal serving equipment. Chafing dishes will be used to keep meals warm. The contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal. Safety equipment will be provided for all training events.

4.4. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.

4.5 Background Checks: Reserved.

4.6. Taxes: The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The contractor shall provide all services for meal preparation, serving and clean up as well as furnishing all lodging, facilities, equipment, showers, latrines, transportation and facilities for 300 cadets and 86 cadre. Initial resource working group will be on 25 May 2025 with the on site event from 8-12 June 2026.The contractor shall have a food service facility with a food preparation area and operation that meet the following minimum standards and shall comply with state and local health department rules on food service sanitation. Current and appropriate federal, state, and local licenses and inspections shall be posted or on hand for inspection.

5.1.1 The Contractor shall furnish all necessary servicing equipment and provide utensils, plates, cups, condiments, and napkins to all authorized personnel and provide ice as needed for drinking coolers.

5.1.2 The Contractor shall provide the necessary management, supervision and labor required to set up, serve and clean up for the meal as well as support the lodging requirements of this

PWS.

5.1.3 The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to set up, maintain, and tear down the following training activities: acquatics training, climbing wall, rappel tower and land navigation.

5.1.4 The contractor shall provide an onsite facility/operations manager that is available for operations support, and emergency management at all time during the contract period.

5.2 Tasks: Tasks consist of the following:

5.2.1 Meals:

5.2.1 The contractor shall provide meals for 300 cadets and 86 cadre personnel during the training cycle. The meal schedule and breakdown details are in paragraph 5.2.1.9. The sample menus for the meals being served are listed in paragraph 5.2.1.8.

5.2.1.1 The contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, management, supervision, labor and other items necessary to perform meal preparation, serving, and cleanup including trash removal in addition to serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, condiments and utensils for requested meals and set up and maintain two serving lines for one half hour to serve the cadets and cadre during specified meal times for breakfast, lunch, and dinner.

5.2.1.2 The Contractor shall provide a minimum of two serving lines for each meal to expedite the service.

5.2.1.3 The contractor shall set up all equipment required to prepare, cook, and serve the food 30 minutes prior to serving time.

5.2.1.4 The contractor shall have all meals ready to serve 15 minutes prior to the serving time and kept hot until served.

5.2.1.5 The contractor shall clean up after each meal service and remove all debris. The Contractor will wipe down and sanitize all tables at serving location.

5.2.1.6 Menus. The contractor shall provide a menu similar to paragraph 5.2.1.8 The menu shall be coordinated with the Government POC upon receipt of the award date as soon as possible within 5 days. Any changes to the menu for alternative replacements shall be coordinated upon at that time.

5.2.1.7 Consideration and/or accommodations must be made for 30 vegetarian meals each meal. There shall be no peanut butter sandwiches or foods containing peanut oils.

5.2.1.8 Sample Menu:

Breakfast sample 1: Scrambled Eggs, bacon, hashed brown potatoes, cold cereal, toast, milk/assorted juices, and coffee

Breakfast sample 2: Scrambled Eggs, creamed ground beef on a biscuit, hash brown potatoes, assorted fruits, assorted cookies, milk/assorted juices, and coffee

Lunch (box) sample: Cold cuts / sandwich on bread or roll, lettuce, cheese, mayo, mustard, chips, two (2) choices of desert, fruit punch, milk, coffee, and condiments

Lunch (hot) sample: Fish sandwich, beef stroganoff, egg noodles, (two (2) choices), potato wedges, two (2) vegetable choices, three (3) desert choices, salad, rolls, juice, milk, coffee, and condiments

Dinner sample 1: Lasagna, chicken tenders (two (2) choices), rice pilaf, baked potatoes, two

(2) vegetable choices, three (3) desert choices, salad, rolls, juice, milk, coffee, and condiments

5.2.1.10. The contractor shall provide one (1) cook-out style lunch meal which will consist of hamburgers, hot dogs, baked beans, chips, potato salad, deserts, and beverages.

5.2.1.11. Hot lunch and Box lunch will be served as follows: 8 - 11 June 2026 as listed in 5.2.1.9.

5.2.1.12. All meals will have a beverage station with a minimum of water, electrolyte beverages and ice for all cadets and cadre.

5.2.2 Lodging:

5.2.2.1 The Contractor shall provide the necessary management, supervision and labor required to set up, maintain and clean up the billeting, bathrooms, showers and training facilities requirements of this PWS.

5.1.2.2. The contractor shall provide lodging for 300 cadets, 25 individual cadre rooms and up to 24 open bay cadre housing during the training cycle.

5.2.2.3 The contractor shall provide cadet billeting configured to facilitate 142 female and 158 male cadets during the training cycle. Males and females will be housed separately. Male and female cadets will be provided separate bathrooms. The contractor shall provide single occupancy rooms to 25 cadre during the training cycle.

5.2.2.4 The contractor shall provide a bed or bunk with a mattress, two sheets, blanket, pillow, pillowcase and a footlocker or wall locker for each individual staying in the billets.

5.2.2.5 The contractor shall provide billet areas with adequate bathroom facilities to include clean, working toilets, showers and sinks. Showers and sinks will have working hot and cold running water, toilets, and urinals will be fully operable.

5.2.2.7 The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others.

5.2.3 Training:

5.2.3.1 The contractor shall provide a building or large room in a building equipped with eight

(8) tables and 16 chairs for in-processing of cadets on opening day and for use as an indoor classroom.

5.2.3.2 The contractor shall provide a building or large room in a building equipped with eight

(8) tables and 16 chairs for the running of a 24 hour command post. CPS cadre will run the command post. It is preferred this be a different room than 5.2.3.1 but not required.

5.2.3.3 The contractor shall provide a building or separate room to set-up a first aid station for medics that will be open 24 hours a day. The space must include a sleeping space at or near the aid station and nearby restroom facilities. This space must be capable of accommodating at least two (2) medical personal and will possess a working air conditioner. Medical staff will be provided by Chicago Public Schools.

5.2.3.4 The contractor shall provide a swimming pool for use in the conduct of drown-proof training. Pool requirements are a minimum of 25 meters in length, minimum of three (3) feet deep on the shallow end and maximum 12 feet deep total. Separate shower facilities for males and females will need to be available.

5.2.3.5 The contractor shall provide an area at least the size of a football field to accommodate the landing of military aircraft/helicopter. Area shall be clear of trees and other obstacles that may pose a safety risk for helicopter landings.

5.2.3.6 The contractor shall provide a lake a minimum of two (2) acres for water activities to include raft building. A minimum of two (2) safety boats must be used during training.

5.2.3.7 The contractor shall provide a minimum of four (4) certified lifeguards for all aquatics.

The lifeguards will each work a 4-hour shift for a total of 16 hours a day of pool and lake operations.

5.2.3.8 The contractor shall provide a climbing tower for rappelling training.

5.2.3.9 The contractor shall provide a wooded or brushy area of a minimum of two (2) acres on which to conduct land navigation training.

5.2.3.10 The contractor shall provide a rappel tower, confidence building facility and instructors that is in compliance with the standards set forth in CCR 145-2. The contractor shall provide a confidence building facility consisting of a rappel tower with climbing wall. The climbing wall can be the same as the tower listed in 5.2.3.8. It must be a certified rappel tower.

Rappel tower is not to exceed 60 feet in height and be a minimum of 20 feet in height, the tower shall have a short wall not to exceed 10 feet and must possess an enclosed staircase leading to the top of the tower.

5.2.3.11 The contractor shall provide a cleared flat area one to two (1-2) acres in size to conduct organized athletics/graduation ceremonies and to accomadet the landing of military aircraft. Any grass areas need to have grass cut and maintained under four (4) inches.

5.2.3.12 The contractor shall provide an outdoor amphitheater or parade field suitable for seating up to 300 personnel with a stage for use in opening orientation, talent night/skits and awards ceremony. Any grass areas need to have grass cut and maintained under four (4) inches.

5.2.3.13 Cooling areas. The contractor shall provide potable/drinkable water containers on each site: fill water containers with ice twice daily at the start of morning training and again during afternoon training. Electrolyte drinks are to be provided by the contractor for each training site. Ratio of 75% water, 25% electrolyte drinks.

5.2.3.14 Facility shall have a cadet command certified obstacle course to include military style course with climbing ropes and crawling obstacles. Any obstacle over 20 feet in height will be placed off-limits and inaccessible to cadets and cadre.

5.2.3.15 The contractor shall provide flag stands outside the headquarters building and the JCLC briefing room to hold eight (8) flags at each site. Stands must be stable and not easily blown down by strong winds.

5.2.3.16 The contractor shall provide a multi function device that copies, prints and scans. A minimum of 2500 sheets of white 8.5 x 11 paper should be on site for printer use.

5.2.3.17 The contractor shall provide 12 radios compatible with repeater system and with a communication distance capability of at least one (1) mile.

5.2.3.18 The contractor shall provide a minimum of eight (8) portable toilets positioned throughout training areas that do not have close hard shell toilets.

5.2.3.19 The contractor shall provide a minimum of four (4) hand washing stations to be positions with with portable toilets or as directed Camp Commander. by the government.

5.4. Transportation:

The contractor shal provide round trip bus transporation for raining companies on AM and PM on 9-11 June from St. Johns Military Academy to Sussex Army National Guard Army.
