About this opportunity

This Special Notice, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15, concerns the procurement of a compact track loader with specific technical specifications and optional upgrades. The solicitation, identified as 36C25526Q0280, was posted on April 14, 2026, and represents an amendment to the original notice. The notice is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB), limiting competition to firms meeting this specific ownership and control criteria. The amendment, effective immediately, addresses clarifications through a Questions and Answers document while updating the line items in the price and cost schedule. The Department of Veterans Affairs, through its Network Contracting Office 15 located in Leavenworth, Kansas, is the procuring agency responsible for this acquisition.

Amendment 0001 serves to clarify requirements and update specifications previously issued in the base solicitation while establishing procedural deadlines for contractor inquiries. Offerors must submit all questions no later than 8:00 a.m. Central Time on Wednesday, April 15, 2026, with proposals due by April 20, 2026. The primary requirement calls for a compact track loader (model SVL97-2HFC) featuring a 96.4 horsepower turbodiesel engine, enclosed ROPS/FOPS cab, HVAC system, and specified hydraulic components, along with an upgrade package that includes advanced technological features such as LED worklights, a 7-inch touchscreen interface, keyless start, and integrated telematics. Eligibility is restricted to Service-Disabled Veteran-Owned Small Businesses, which must comply with all terms and conditions of the original solicitation and acknowledge receipt of the amendment prior to submitting their offers. The acquisition also includes associated line items for ancillary equipment, delivery and installation services, and trade-in allowances for existing equipment, with all pricing to be submitted according to the updated schedule.
