Combined Synopsis/Solicitation
Service and Maintenance on ARL 3580 ICP Spectrometer

NOTICE OF INTENT TO SOLE SOURCE: This is a combined synopsis/solicitation in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. This combined synopsis/solicitation is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of this combined synopsis/solicitation for service. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for any amendments to the combined synopsis/solicitation.
The Ogden Air Logistics Complex (OO-ALC), Specialized Contracting Office (PZIMB), intends to negotiate with spectrum Plus, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements the contractor shall provide Two (2) Preventive Maintenance visits per year for the ARL, Model 3580, Sequential Simultaneous ICP Spectrometer and all equipment listed in Appendix B. in accordance with the attached Performance Work Statement dated November 9, 2016. This service has been previously awarded to Spectrum Plus for a one-year basic plus 2 options years contract; that provided preventative maintenances and repair/service on one (1) ARL 3580 Inductively Coupled Plasma (ICP) Spectrometer that is over 20 years old, and is used to run all metal analysis for all hazard waste at Hill Air Force Base. Services will also include an unlimited number of on demand site service visits, and factory certified replacement parts.
This combined synopsis/solicitation will be posted on FedBizOps from February 9, 2017 through March 1, 2017.
