About this opportunity
The Department of the Air Force Pacific Air Forces is soliciting quotes for the procurement and installation of a Unify HiPath telecommunications console system upgrade for the 374th Airlift Wing Command Post at Yokota Air Base, Japan. The requirement involves delivering and installing Unify OpenScape Xpert terminals with advanced capabilities including dual Ethernet ports, USB connectivity, IP-based SIP support, 600+ line capacity, disaster recovery features, and extensive customization options with 12,000 user-definable soft buttons. The contractor must remove existing Unify HiPath systems and install new equipment at Buildings 315 and 1296, possessing valid Japanese business licenses and permits for industrial waste disposal. This procurement is structured as a firm fixed-price contract with quotes due by September 15, 2025, at 08:00 AM Japan Standard Time, and questions must be submitted by August 27, 2025, at 02:00 PM JST. The contract will be funded through fall-out funds expected before September 30, 2025, with the government reserving the right to cancel if funding does not materialize.
This solicitation is set aside for Women-Owned Small Business (WOSB) under NAICS code 335921 (Fiber Optic Cable Manufacturing) with a size standard of 1,000 employees, despite the sole source justification identifying Mission Critical Solutions (MCS) as the exclusive partner for Unify/Atos systems. The system will support 12 console stations total, with six stations each at the Command Post in Building 315 and six at the Wing Operation Center in Building 1296, featuring push-to-talk handsets, headsets, and touch screen monitors with integrated air-to-ground radio and voice recording capabilities. A previous similar procurement for 11 console systems was estimated at approximately $778,000, providing a reference point for the contract value. The delivery timeline is 180 calendar days from contract award, with performance taking place at Yokota Air Base in Fussa, Tokyo, Japan. The system must support multiple radio communication types including UHF, VHF, SATCOM, and HF, along with advanced features such as multi-line capability, programmable hot keys, conference calling, and a recording system with one-year internal storage capacity.
