About this opportunity
The United States Air Forces in Europe - Air Forces Africa is procuring 32 military aviation headsets specifically designed for C-130J aircraft compatibility through this Request for Quotation. The headsets must be non-Bluetooth models featuring battery-powered electronic noise cancellation with 40-hour battery life, low-impedance (~5 OHM per MIL-PRF-26542), U-174 plug connectivity, and weigh less than 15 ounces while meeting stringent military specifications including Mil-STD-810 and Mil-STD-1474 standards. Additional requirements include two comfortable ear cushions, an adjustable microphone boom that can be positioned on either side of the head, adjustable headband, folding design, and a minimum 5-year manufacturer warranty. The government has referenced the Bose A20 as a similar model to their requirements, emphasizing the need for battery operation due to aircrew reports of non-battery noise cancellation headsets becoming extremely hot during aircraft operations. Quotations are due by 14:00 CET on August 25, 2025, with delivery required within 30 days after receipt of order.
This procurement is designated as a small business set-aside under NAICS Code 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees, indicating no large businesses may compete for this opportunity. The contract will be awarded using FAR 52.212-4 terms for commercial items, with payment processing through the Wide Area WorkFlow (WAWF) system. Performance will take place at Ramstein Air Base in Germany, specifically for delivery to the 37th Airlift Squadron. The government representatives managing this procurement are Contract Specialist Jaideep Singh and Contracting Officer Drake McCoy, both stationed at Kapaun Air Station in Germany. While no award value is specified in the solicitation documents, the 32-unit quantity and military-grade specifications with 5-year warranty requirements suggest a substantial procurement value for specialized aviation equipment.

The product must be battery operated as there are reports from air crew that the non-battery operated noise cancellation headsets get extremely hot to the touch in the aircraft. We also require a 5-year warranty.
