About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks unarmed security services for Miramar National Cemetery in San Diego, California, with proposals due July 2, 2026, at 5:00 p.m. PST. The procurement is set-aside 100 percent for service-disabled veteran-owned small businesses (SDVOSB).

Place of performance is Miramar National Cemetery, 5795 Nobel Drive, San Diego, CA 92122. The contract period runs from September 1, 2026, through January 31, 2031, consisting of a five-month base period and four one-year option periods. Security services must be provided 16 hours daily (5:00 a.m. to 9:00 p.m.), seven days a week, including federal holidays, covering 313.2 acres of cemetery grounds.

The contractor shall supply all personnel, uniforms, equipment, vehicles, and materials necessary to perform patrol operations, incident response, access control, property surveillance, and support for ceremonial events. Key personnel requirements include a Program Manager available 8:00 a.m. to 5:00 p.m. Monday through Friday and an On-Site Supervisor with minimum four years of physical security supervision experience. All security personnel must possess current California Bureau of Security and Investigative Services (BSIS) guard registration cards and pass background checks; personnel must be at least 21 years old with valid driver's licenses and U.S. citizenship or legal work authorization.

The NAICS code is 561612 (Guard Services) with a $29 million size standard. Award will be made on a best-value basis. Evaluation factors are past performance (assessed through CPARS and Past Performance Questionnaires for contracts completed within the last five years, with federal contracts weighted more favorably), technical capability (performance schedule, materials and uniforms with photos, equipment and patrol vehicles with photos, quality control plan, and personnel qualifications), and price. A mandatory site visit is scheduled for June 16, 2026, at 9:30 a.m. PST with attendance notification required by June 15, 2026, at 5:00 p.m. PST. Written questions are due June 18, 2026, at 5:00 p.m. PST. Proposals must include a completed Standard Form 1449, acknowledgment of amendments, responses to evaluation factors, a signed VAAR 852.219-75 VA Notice of Limitations on Subcontracting, and a minimum of two completed Past Performance Questionnaires. Proposed prices must remain firm for sixty calendar days from the solicitation closing date. Service Contract Act wage rates apply; prevailing wage rates effective March 30, 2026, range from approximately $16.85 to $75.09 per hour depending on occupation classification.
