About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking Architect-Engineer services to design and install a second independent utility power feed to the generator compound at the Gulf Coast Veterans Health Care System in Biloxi, Mississippi. The procurement follows the Selection of Architects and Engineers Statute and requires firms to submit Standard Form 330 qualification packages with detailed documentation including resumes for key engineering personnel across multiple disciplines including electrical, civil, structural, architectural, mechanical, fire protection, and industrial hygienist engineers. The project involves conducting comprehensive site investigations, preparing design submissions at 35%, 75%, 95%, and 100% completion stages, developing cost estimates, and providing construction administration services for a mission-critical power distribution system. Evaluation criteria focus on seven key areas: professional qualifications, specialized experience in electrical infrastructure projects, past performance, construction period services experience, capacity to accomplish work within required timeframes, geographical knowledge of the Gulf Coast region, and commitment to utilizing veteran-owned and small businesses as subcontractors. Interested firms must submit their qualification packages by 2:00 PM Central Time on July 16, 2025, and must maintain current System for Award Management registration and SBA Veteran Small Business Certification.
This opportunity is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541330 with a small business size standard of $25.5 million. The construction magnitude is estimated between $2 million and $5 million, with the A-E firm limited to a 6 percent fee structure. The project timeline spans 225 calendar days from contract award, with specific milestones for design reviews and progressive document submissions throughout the design development process. Performance will take place at the Biloxi VA Medical Center in Biloxi, Mississippi, where the contractor will be responsible for designing a fully compliant power distribution system that meets VA Technical Information Library guidelines, VHA Directive 1028, and VA Physical Security Design Manual standards. Firms must also submit a VETS-4212 report and are limited to a 10-page narrative in their qualification submissions, with incomplete submissions potentially receiving negative impact ratings during evaluation.
