About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 16 is seeking contractors to provide community nursing home services for veterans in Southeast Louisiana. The pre-solicitation notice seeks capability statements from qualified providers to establish multiple-award, fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contracts for nursing care facilities. Contractors must be licensed by their states, Medicare/Medicaid qualified, and able to provide comprehensive medical, nursing, and psychosocial care to VA beneficiaries. The VA will use a Best Value Comparative Evaluation Source Selection method under FAR Part 13, with facilities required to maintain current CMS certification, accept VA referrals within 24 hours, and provide monthly provider visits. Interested contractors must submit their capability statements by December 5, 2024, at 4:00 PM CST, with the VA planning to issue a Request for Quote around January 1, 2025.

The opportunity is set aside for small businesses under NAICS code 623110 (Nursing Care Facilities) with a $30M size standard. The contract will have a 5-year period of performance from October 1, 2025, through September 30, 2030. Contractors must be registered in SAM.gov and provide detailed business information, including DUNS number, business size, and socioeconomic status. Payment will be based on Medicaid rates and Resource Utilization Groups (RUG-IV), with the VA monitoring quality through state agency reports and on-site inspections. The VA reserves the right to remove patients or terminate contracts for serious deficiencies, and veteran placement will be determined by facility availability and veteran/family preferences. Contractors will be required to maintain electronic health records, comply with Life Safety Code standards, and submit monthly invoices by the 15th of each month.
