About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking to procure a comprehensive replacement and upgrade of the Tablet and Capsule Automation (TCA) system at the Dallas Consolidated Mail Outpatient Pharmacy (CMOP) in Lancaster, Texas. The procurement requires a systems integrator to design, build, and integrate new pharmacy automation equipment including pucks, conveyance systems, labelers, weight scales, automatic dispensers, canisters, high-resolution cameras, exception stations, workstations, verification stations, cappers, sealers, and tote conveyors that must fully integrate with the existing Pharmacy Operating System (POS). The new system must be faster, safer, and more reliable than the current Independent Pill Dispenser (IPD) area, with no single point of failure while meeting accuracy, timeliness, and throughput requirements for dispensing individual solid dosage forms. Evaluation will focus on technical acceptability, past performance, and price using a comparative evaluation process. The final submission date is August 20, 2025, at 3:00 PM CDT, with site visits conducted on July 15, 2025, and an additional visit on August 12, 2025, and final questions due by August 13, 2025.

This solicitation does not utilize any set-aside designation and is open to unrestricted competition, though there is preference for service-disabled veteran-owned small businesses (SDVOSB). No current contractors or incumbents are specifically identified in the documentation. The contract will be structured as a firm-fixed-price arrangement with multiple milestone-based payments covering proof of concept, design, equipment delivery, installation, testing, and final acceptance phases. The system must be capable of processing 80,000 prescriptions daily with future growth potential, maintaining a minimum throughput of 5,725 vials per 7.5-hour shift and achieving 99% operational uptime with a maximum reject rate of 2.1%. The project is structured in three phases, with Phase I requiring removal of existing equipment by September 1, 2025, Phase II installation of new TCA hardware with at least 350 dispensers by October 31, 2026, and Phase III focusing on tote line upgrades to increase capacity and reduce processing bottlenecks. Performance will occur at the Dallas CMOP facility in Lancaster, Texas.
