About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking to procure manufacturing machinery to upgrade the production floor at the VA CMOP (Consolidated Mail Outpatient Pharmacy) Tucson facility. The procurement involves replacing existing Tablet and Capsule Automation systems in the IPD area along with ancillary support systems, requiring new pharmacy automation equipment that is faster, safer, and more reliable than current systems. The contractor must serve as a systems integrator to design, build, and integrate a complete Tablet Capsule Automation (TCA) area and upgrade tote line equipment, ensuring full integration with the existing Pharmacy Operating System (POS) and current VA CMOP National data infrastructure. The new systems must be capable of dispensing individual solid dosage forms with comprehensive data logging, collection, and reporting capabilities, meeting accuracy, timeliness, and throughput requirements for the facility's dynamic workload. Responses are due by September 9, 2025, with the solicitation posted on August 7, 2025.
This procurement does not include any set-aside designation and falls under NAICS code 332999 for All Other Miscellaneous Fabricated Metal Product Manufacturing and PSC code 3650 for Chemical and Pharmaceutical Products Manufacturing Machinery. The solicitation references work at both Dallas CMOP and VA CMOP Tucson, indicating potential multi-location implementation requirements, though the primary focus appears to be the Tucson facility based on the contract title. The contractor will be responsible for providing comprehensive hardware including pucks, puck conveyance systems, labelers, weight scales, automatic dispensers, canisters, high-resolution cameras, exception stations, workstations, pharmacy verification stations, cappers, sealers, and associated tote conveyors. The government has provided several supporting documents including past performance questionnaires, confidentiality agreements, and detailed statements of requirements for both vial labelers/puck pond systems and conveyor upgrades to the main line tote system.
Notice text
Procurement is to replace the existing Tablet and Capsule Automation (IPD area) and ancillary support systems at the Dallas CMOP with new, proven pharmacy automation (TCA) that is faster, safer, and more reliable. Hardware shall include, but is not limited to, pucks, puck conveyance, labelers, weight scale, automatic dispensers, canisters, post weight scales, high resolution camera, exception station, workstations, pharmacy verification stations, cappers, sealers, and associated tote conveyors. Tote line upgrades are needed to increase tote capacity and reduce choke points which will increase throughput throughout the system. The new Tablet Capsule Automation aka TCA, plus Tote line upgrade equipment must be fully integrated with the existing Pharmacy Operating System (POS) and Tote Conveyor and production system, with no single point of failure that meets the accuracy, timeliness, and throughput requirements of the dynamic workload of the Dallas CMOP. The Dallas CMOP requires a contractor to serve as a systems integrator who will design, build, and integrate a working TCA area, and upgrade tote line equipment, with the current VA CMOP National data infrastructure and POS. Any system, subsystem, or component shall be fully functional and fully integrated with the CMOP electronic data structure and the Pharmacy Operating System (POS). The TCA equipment shall be capable of dispensing individual solid dosage forms. Ancillary support systems, comprehensive data logging, collection and reporting system are required. Responses shall demonstrate a complete understanding of the need and how the contractor plans to meet the SOR requirements.
