About this opportunity
The 354 Contracting Squadron at Eielson Air Force Base, operating under Pacific Air Forces, issued a Project Labor Agreement market survey on May 28, 2026, with responses due by June 11, 2026, to gather construction industry feedback on five large-scale projects at the base. The projects comprise four construction efforts and one demolition, each valued between $19 million and $45 million: demolition of a 110,000-square-foot warehouse; repair of two utility line segments (0.275 and 0.375 miles) in contaminated soil; gut renovation of two dormitories (40,000 square feet each); and modernization of aircraft hangars. The Government seeks input from both unionized and non-unionized contractors, federal marketplace participants, and new entrants to determine whether implementing a PLA would advance economy and efficiency, promote adequate competition at fair and reasonable prices, and comply with applicable statutes and regulations. The survey questionnaire requests company size relative to SBA standards, bonding capacity, applicable NAICS codes, project roles, assessments of operational complexity and regional labor availability, price and schedule impact estimates, and feedback on how PLA requirements would affect competition and proposal submission likelihood. This is an informational pre-solicitation mechanism; no formal competitive bids are being sought at this stage.
Notice text
The 354 CONS/PKA is soliciting feedback from the construction community addressing the potential use of PLA for four (4) large scale construction and one (1) large scale demolition projects (each potentially >$35 million) on Eielson AFB (See Attachment 1). The information collected will be used to determine if the use of project labor agreements will (1) advance the Federal Government's interest in achieving economy and efficiency in Federal procurement; (2) promote adequate competition at a fair and reasonable price; and (3) be consistent with statutes, regulations, laws, etc. The Government is seeking information from both unionized and non-unionized contractors, as well as contractors familiar with the federal marketplace, as well as new entrants, that may be interested in participating in competition for these procurements.
