About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide inspection, maintenance, and repair services for designated kitchen ventilation, exhaust, make-up air, and heat recovery systems at Eielson Air Force Base. The contractor must furnish all labor, equipment, materials, supervision, tools, supplies, certifications, and transportation necessary to perform monthly, quarterly, bi-annual, annual, and additional requested cleanings in accordance with the Performance Work Statement. Key qualifications include International Kitchen Exhaust Cleaning Association (IKECA) certification with a minimum of three years' experience, with all technicians required to hold IKECA Certified Exhaust Cleaning Technician (CECT) credentials and at least one crew member certified as an IKECA Certified Exhaust Cleaning Specialist (CECS). Services must comply with NFPA 96 standards and OSHA requirements, with routine service call response time of 24 hours and emergency repair response within 4 hours. The evaluation will employ a Subjective Tradeoff Technically Acceptable (STOTA) best value approach considering three factors: Technical Acceptability (assessing certifications, compliance, and service response capabilities), Past Performance Confidence Assessment (rated as Substantial, Satisfactory, Neutral, Limited, or No Confidence), and Price, with technical acceptability and past performance weighted as more important than cost. The solicitation deadline is February 13, 2026, and a mandatory site visit is scheduled for February 3, 2026 at 10:00 AM Alaska time, with interested parties required to notify the Contracting Officer by February 1, 2026 at 12:00 PM Alaska time to be added to the approved base access list.
