The contractor must remove and dispose of the existing fountains, install the new units, clean work areas, and provide a one-year warranty covering equipment repairs affecting water supply and pressure, including filter replacements every six months. Quotes are due by July 1, 2025, at 4:30 PM EDT and must be submitted via email to Contract Specialist Darya Macmillan and Contracting Officer Byron Howard. A mandatory site visit was scheduled for June 18, 2025, at 2:00 PM EDT, and the government will evaluate submissions based on price, technical acceptability, and compliance with solicitation requirements.
This opportunity is designated as a 100% small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million. The solicitation documents do not identify any incumbent contractors or specific budget ranges for the project. Installation work is expected to occur during or after regular working hours (0600-1800) to minimize disruption to Security Forces operations. The delivery and acceptance point is designated as MSgt Derek Smiling at 1414 Arkansas Road, Joint Base Andrews, MD, and the contractor will coordinate with base personnel for parking and access arrangements during the installation process.
