About this opportunity
The Department of Justice Bureau of Prisons, specifically the Federal Correctional Institution at Maxwell, is seeking to procure various food service products for its facility through a competitive solicitation. The procurement is for second quarter dry goods, with offers due by November 22, 2024, at 2:00 PM Central Standard Time, and can only be submitted via email to pmcknight@bop.gov. Potential bidders must be registered in the System for Award Management (SAM) and complete the annual Representations and Certifications Application (ORCA), with failure to do so potentially resulting in elimination from award consideration. The evaluation criteria will prioritize past performance over price, with the government reserving the right to award items individually, in groups, or in aggregate based on what is most advantageous. All potential bidders are advised that the solicitation includes FAR 52.212-4 for commercial items and must include their Data Universal Number System (DUNS) number in their offers.
The solicitation is set aside for total small business participation and will cover food service products to be delivered to the Federal Prison Camp Montgomery located at Maxwell AFB in Alabama. Delivery of goods is strictly scheduled for January 1-15, 2025, Monday through Friday between 7:30 a.m. and 2:00 p.m., excluding federal holidays. Orders exceeding $10,000 will be processed on SF-1449 forms, while smaller orders will use government purchase cards, with all transactions considered "fill or kill". While specific award values are not explicitly stated, the solicitation indicates that pricing will be publicly available on beta.SAM.gov between January 1-15, 2025. Undelivered items are subject to cancellation, and failure to deliver within the established timeframes will be considered non-conformance under the contract terms. The place of performance is Maxwell AFB, Montgomery, Alabama, with the government expecting precise adherence to specified delivery schedules and quantities.
