The U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations is conducting market research through a Request for Information (RFI) to identify vendors capable of providing outreach and implementation program management services for the 287(g) Program nationwide. The primary objective is to secure a contractor to conduct statewide outreach and communications support to all 287(g) program participants across the United States, including training for Sheriff's Departments on program participation. Key requirements include developing and deploying vendor-selected communications tools and platforms, creating outreach messaging and marketing materials, engaging all Sheriff's Departments proactively regardless of current Memoranda of Agreement status, and delivering training through flexible modalities (virtual, in-person, or hybrid) using ICE-provided curriculum. Respondents must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), provide comprehensive responses addressing six specific capability questions, submit no more than 20 pages, and include detailed cover letters with company information, procurement vehicle eligibility, and contracting/technical points of contact.
