About this opportunity
Naval Sea Systems Command seeks reverse engineering of five cluster gear assemblies to create production-ready technical drawings compliant with ASME Y14.24 and ASME Y14.5 standards, with proposals due July 10, 2026, at 3:00 PM Pacific Time. This is a 100% Women-Owned Small Business set-aside with a 750-employee size standard.
Place of performance is the contractor's facility; deliverables must reach Naval Surface Warfare Center Port Hueneme Division by August 3, 2026. The contractor must analyze material composition, hardness, and manufacturing characteristics for gear assemblies part numbers 2890591-2 through 2890591-6, then provide optimization recommendations. The gears are manufactured from either AISI 4140 or 303 Stainless Steel and are contained within sealed, grease-filled assemblies inside linear actuators installed in topside equipment aboard Navy ships. The assemblies experience heavy sea spray in a generally weathertight environment without guaranteed watertightness. The government furnishes the five assemblies as government-furnished equipment and retains all intellectual property rights to the resulting drawings; the contractor must return the GFE upon completion.
The NAICS code is 333612 (Speed Changer, Industrial High-Speed Drive, and Gear Manufacturing); PSC code is 3020 (Gears, Pulleys, Sprockets, and Transmission Chain). The acquisition is rated under the Defense Priorities and Allocations System. Evaluation criteria are technical acceptability and lowest price, with past performance and CMMC Level 1 compliance evaluated on a pass/fail basis. Contractors must provide CAGE code, Dun & Bradstreet number, tax ID, manufacturing location, lead time, and CMMC certification status. All invoicing must be submitted through Wide Area WorkFlow using designated routing data for payment through DoDAAC N62877. A prevailing wage determination applies to the geographic area.
