About this file
This is a Questions and Answers document from an industry pre-solicitation forum regarding a gear design and manufacturing contract opportunity.
The government confirmed plans to outsource manufacturing of gears with a projected quantity of 20 units per gear type. Contractors may propose manufacturing as a separate line item independent of the design contract; however, if follow-on manufacturing affects design pricing, this must be stated in proposals. The gears are manufactured from either AISI 4140 or 303 Stainless Steel. No specified delivery timeline exists beyond proposal submission requirements. Regarding cybersecurity compliance, the government stated that minimum requirements must be met without waiver, confirming that CMMC Level 1 Self Certification satisfies the baseline requirement. For improved manufacturing and part performance, the government will make operational conditions available for contractor review, including loads, lubrication methods, and duty cycle/run time information. However, the government clarified that stress analysis and surface treatment recommendations will be the contractor's responsibility based on the available operational data.

Questions from Industry
1. We wanted to ask if you plan to outsource the manufacturing of these gears? - Yes
2. We also wanted to ask what quantities of each of the gears you plan to manufacture? – 20 of each
3. If we are awarded the contract can we propose the manufacturing of these gears? – Yes, as a separate line item, and independent of this o er. If awarding the follow-on manufacturing a ects the price for the design, so state.
4. Can you provide any information of what type of metal the gears were made from and who manufactured them? – They are either AISI 4140 or 303 Stainless.
5. Is there a specified delivery time or is it dependent on the proposal delivery date? -
No
6. Review the cyber security requirements; it states the minimum requirement is CMMC Level 1 Self Cert, is this correct? – Whatever the minimum requirements are, without waiving them. I believe CMMC Level 1 Self Cert meets that requirement.
7. There is a request for improved manufacturing and part performance, will operational conditions be available to review loads, run stress analyst and surface treatments? – Operational conditions are available to review loads, lubrication method, and duty cycle/run time.
