About this file
This is a Questions and Answers document addressing industry inquiries regarding a federal contract opportunity for gear design and manufacturing.
The government plans to outsource manufacturing of gears in quantities of 20 units each. Interested contractors may propose manufacturing as a separate line item independent of the primary design offering, with any impact on design pricing to be clearly stated in proposals. The gears are manufactured from either AISI 4140 or 303 Stainless Steel. No specified delivery timeline has been established. The government requires compliance with CMMC Level 1 Self Certification as the minimum cybersecurity requirement. Operational conditions including loads, lubrication method, and duty cycle/run time are available for contractor review to support improved manufacturing and part performance initiatives. The gears are contained within a sealed, grease-filled assembly inside a linear actuator installed in topside equipment aboard a Navy ship. While the equipment is not subject to direct seawater immersion, it experiences heavy sea spray in a generally weathertight environment without guaranteed watertightness. No historical failures of the actuator have occurred due to water intrusion or environmental impact, providing baseline performance data for contractor analysis.

Questions from Industry
1. We wanted to ask if you plan to outsource the manufacturing of these gears? - Yes
2. We also wanted to ask what quantities of each of the gears you plan to manufacture? – 20 of each
3. If we are awarded the contract can we propose the manufacturing of these gears? – Yes, as a separate line item, and independent of this o er. If awarding the follow-on manufacturing a ects the price for the design, so state.
4. Can you provide any information of what type of metal the gears were made from and who manufactured them? – They are either AISI 4140 or 303 Stainless.
5. Is there a specified delivery time or is it dependent on the proposal delivery date? -
No
6. Review the cyber security requirements; it states the minimum requirement is CMMC Level 1 Self Cert, is this correct? – Whatever the minimum requirements are, without waiving them. I believe CMMC Level 1 Self Cert meets that requirement.
7. There is a request for improved manufacturing and part performance, will operational conditions be available to review loads, run stress analyst and surface treatments? – Operational conditions are available to review loads, lubrication method, and duty cycle/run time.
8. Can you provide any environmental information related to the gears in relation to what conditions they will be used for like ( Underwater / Inside Aircraft ) Etc. This would determine what metal would be used to make the gears and what type os post processing would be required. The gears are contained in a sealed assembly surrounded by grease, within a linear actuator that is inside a piece of topside equipment on a Navy ship. The equipment the actuator is installed inside is not subject to sea water immersion but is subject to heavy sea spray. The environment is generally weathertight while in service, but watertightness is not guaranteed. There is no history of the actuator containing these gears failing due to water intrusion or environmental impact.
