About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure a run-flat kit insert (NSN 2640-015636900) to support operational requirements. The government is conducting a market survey to identify potential suppliers capable of manufacturing this tire-related component to the same quality standards as the current approved source. Key objectives include determining whether additional manufacturers can competitively produce the item and gathering essential supplier information regarding manufacturing capabilities, business classification, inventory status, and commercial viability. Evaluation criteria focus on supplier qualifications, manufacturing location, delivery capabilities, pricing structures, and willingness to accept firm fixed price contract terms. The response deadline for the market survey questionnaire is March 27, 2026, with the survey having been issued on March 23, 2026, allowing prospective suppliers a limited four-day window to submit their information.

This procurement does not utilize any set-aside designations and is currently restricted to Cadillac Gage Textron Inc. (Cage Code 10237) as the approved source due to data rights limitations and insufficient competitive alternatives. The government anticipates requiring 96 units with an option for an additional 192 units, representing a total potential quantity of 288 units under a firm fixed price contract structure. The specific award value and timeline for contract performance have not been disclosed in the pre-solicitation materials. Interested suppliers may pursue qualification as approved sources through the DLA Source Approval Request (SAR) program by submitting a comprehensive application package demonstrating manufacturing competency. The government indicates that breakout to competition is expected to be achieved through continued efforts to obtain necessary technical data or rights, with reverse engineering techniques potentially being pursued as alternative approaches.
