The contract will be awarded to the lowest-priced technically acceptable offeror based on separate technical and economic proposals, with technical proposals not exceeding 25MB in size. The proposal submission deadline was initially September 15, 2025, but was extended to September 19, 2025 at 4:00 p.m. local time via solicitation amendment issued on September 12, 2025, with proposals submitted to QuitoProcurement@state.gov.

The project encompasses a 12-month performance period with a 6-month content creators campaign component and a 7-site mobile exhibition tour across Ecuador, including locations in Quito, Ambato, Cuenca, Guayaquil, and Manta, with each site hosting the exhibition for approximately three weeks. All work will be performed in Quito, Ecuador, with the contractor required to register in the System for Award Management (SAM) database prior to award and maintain compliance with executive orders excluding DEIA-related content from project deliverables.
