About this file

This document is a Questions & Answers (Q&As) file for PR NO. 15551208, the "250 Years of American Excellence Project" for the U.S. Embassy in Ecuador. The project encompasses three main components: a 6-month content creators communication campaign, a mobile exhibition of American innovation, and educational workshops. The content creators campaign will require producing evergreen content cleared by the Embassy, with explicit instructions to avoid DEIA-related content per Executive Order 14151. The mobile exhibition will span 7 sites across Ecuador (including Quito, Ambato, Cuenca, Guayaquil, and Manta), with each location hosting the exhibit for approximately three weeks and occupying around 35 square meters.

The workshops will coincide with the mobile exhibition locations, with speakers sourced from local Ecuadorian universities and the U.S., managed entirely by the Embassy at no cost to the contractor. The Embassy emphasizes this is a firm-fixed price purchase, requiring the contractor to estimate security, logistical, and insurance costs for the exhibition. Key logistical details include: only requiring on-site staff during exhibition openings, coordinating venue costs with schools/universities at no additional charge, and budgeting for AV requirements while excluding refreshments. The contractor will need to prepare a comprehensive proposal addressing these specific parameters across the content creation, exhibition, and workshop components.

QUESTIONS & ANSWERS – Q&As

PR NO. 15551208

250 Years of American Excellence Project

I. Content creators communication campaign-

1. What is the expected length the content creators campaign would be live, considering the contract period in total is 12 months and time will be needed for prior planning/coordination/alignment with the Embassy?

Yes it will be live, 6 months.

2. Are there any budget guidelines/restrictions the contractor must keep in mind regarding payments to content creators in Ecuador, either as an aggregate amount or as individual payment amounts to each creator contracted? (In the economic proposal we will separate our professional fees from direct costs like payment to content creators, but it will help us to prepare our proposal to know of any financial restrictions.)

This solicitation is a firm-fixed priced purchase for the services stated in the scope of work.

3. Are there any specific topics/subjects that should be off-limits for this campaign (e.g.

US military cooperation with Ecuador, the history of affirmative action/DEI initiatives in American higher education, slavery and its legacy as an element of

American history, etc.)?

The content will have to be coordinated and cleared by the Embassy, all the content that will be posted will be evergreen. We will work together on developing the content. As per Executive Order 14151, DEIA related content will not be considered.

II. Mobile exhibition of American innovation and excellence-

1. How many sites (cities/provinces) in Ecuador are being contemplated for the mobile exhibition?

We expect 7 sites to be considered. In the following cities:

• Quito, Pichincha (2)

• Ambato, Tungurahua

• Cuenca, Azuay

• Guayaquil, Guayas (2)

• Manta, Manabi

2. In your prior experience with similar events, how many on-site staff will likely be needed to provide adequate informational/registration (as opposed to security) support for each event?

We would need a staff member only on the day of the opening of the exhibition. After that, there is no need for staff to be there with the exhibit.

SENSITIVE BUT UNCLASSIFIED

3. What is the average duration (in weeks) the mobile exhibition will remain at each site?

About three weeks at each site.

4. What is the expected floor size (in square feet/meters) the mobile exhibition will occupy?

The exhibition would occupy about 35 mt2

5. For the purposes of establishing a budget for this proposal, are you expecting the contractor to estimate now the security, logistical (transport), and insurance costs? It is understood the contractor selected will be expected to manage and supervise these elements, but estimating these costs, at this point, will be challenging without full information on the number of cities/provinces, square footage, duration, etc.

Yes we would need the contractor to estimate those numbers for the budget.

III. Workshops & educational outreach-

1. Is the idea to have the three (minimum) workshops coincide in time and location with the mobile exhibition?

Yes

2. Will the speaker(s) leading the workshops be selected and contracted by the embassy?

Or is the expectation the contractor will be responsible for speaker selection, fees, per diem and travel costs for these speakers?

Yes.

3. Are there any budget guidelines/restrictions the contractor must keep in mind regarding payments to speakers?

The speaker will be taken care off by the Embassy. No need to budget the speakers in the proposal.

4. Is the expectation the speaker(s) leading the workshops should be drawn from the partnering universities and/or cultural centers in Ecuador, or is the Embassy’s plan that some speakers should be sourced from the United States?

The speaker portion will be taken care of by the Embassy. They will be sourced from local universities and from the U.S. but there is no need to budget this in the proposal.

5. Are the logistical costs for these workshops (e.g. venue rental, AV requirements, refreshments) to be included in our financial proposal? If so, does the embassy have any budget guidelines the contractor should adhere to regarding these costs?

The venue cost will be coordinated with schools and universities and there will be no cost associated to this. AV requirements should be budgeted. No refreshments will be needed.
