About this opportunity
The Defense Logistics Agency at Redstone Arsenal, Alabama is conducting market research through this Sources Sought Synopsis to identify potential manufacturing and supply sources for Environmental Control Units (ECU) to support the Patriot Missile System. This pre-solicitation notice is not a formal solicitation, and no proposals should be submitted at this time; rather, it is designed to gauge industry capability and determine whether future competitive opportunities or small business set-asides are viable. The ECU units will be integrated into an existing indefinite delivery contract (SPRRA225D0016) supporting the Integrated Fires Mission Command Project Office under the Program Executive Office for Missiles & Space. All contractors must meet pre-qualification requirements and demonstrate the ability to successfully perform and comply with special requirements as specified by the government. The posted date for this notice is December 5, 2025, with a due date of December 9, 2025 for firms interested in providing information about their capabilities to the listed points of contact.
The procurement contains no set-aside designation, though the government has expressed interest in all business categories including 8(a) certified firms, small businesses, service-disabled veteran-owned enterprises, HUBZone businesses, and women-owned small business concerns. The contemplated award is currently planned as a sole source procurement to Raytheon (CAGE Code 05716) under FAR 6.302-1(a)(1), citing Raytheon as the only responsible source available. The specific parts list includes 206 Environmental Control Units across two part numbers: 75 units of part number 2714M1000-90 (green) and 161 units of part number 2714M1000-110 (tan). While no explicit dollar value or award amount is disclosed in this market research notice, the fixed quantities and integration into an existing indefinite delivery contract suggest a defined procurement scope. Firms with the capability to produce the required items are strongly encouraged to contact the government points of contact to seek source approval and position themselves as potential competitors for future solicitations.
