About this opportunity

The Defense Logistics Agency Aviation has issued a Special Notice (24-13-1027) for the procurement of one DMC 270 FD Portal Series CNC Universal Milling Machine through Solicitation SPE4A8-25-R-0008. This Special Notice, posted on December 9, 2025, represents an amendment to an existing solicitation for sole source acquisition. The machine is intended for installation at the Fleet Readiness Center Southwest (FRCSW) located at Naval Air Station North Island, California. The solicitation is classified under NAICS 333517 (Machine Tool Manufacturing) and PSC 3417 (Milling Machines). This amendment incorporates significant technical modifications to the original procurement specifications.

The primary purpose of this amendment is to upgrade the machine's controller specifications from a Siemens 840D CNC to a Siemens Sinumerik One CNC system, along with additional enhancements including increased spindle power from 40 to 56 horsepower and new OSHA-compliant safety grating requirements. Contractors interested in bidding must submit proposals by the December 23, 2025 deadline. The procurement includes a comprehensive scope encompassing complete machine installation, foundation preparation, utility connections, leveling, performance testing, five days of operator and programmer training, technical documentation, and acceptance testing. The estimated delivery timeline is 365 days after contract award, with the machine to be delivered fully equipped with all standard tooling, probes, and accessories. No set-aside restrictions apply to this opportunity, meaning all eligible contractors meeting the technical specifications may compete for this contract.
