About this opportunity
The National Oceanic and Atmospheric Administration seeks to procure one 23–26 foot dive vessel for oceanographic research diving missions supporting its Atlantic Oceanographic and Meteorological Laboratory, with proposals due September 10, 2026. This is a women-owned small business (WOSB) set-aside under NAICS 336612 with a 500-employee size standard.
Place of performance is Key Biscayne, Florida. The vessel must accommodate a minimum of seven persons or 1,600 pounds of persons and gear, feature a Deep V hull design with 16–24 degree deadrise constructed from fiberglass or foam-filled fiberglass (aluminum hulls strictly not preferred), and measure 8 feet 6 inches beam with maximum draft of 18 inches. Power must consist of either a single 200+ HP outboard motor or twin 115+ HP motors, preferably Yamaha or Mercury brands, with approximately 90 gallons fuel capacity. Required equipment includes hardtop or canvas top, center console with windshield and lighting, pilot seat or leaning post, transom dive platform with ladder and grab rail, mounted tank racks, minimum one 12V DC outlet, four hardtop pole mounts, heavy-duty rub rail, six 8-inch stainless steel cleats, anchor tackle with 150+ feet line, bow and transom D-rings, automatic bilge pump, navigation lights, backlit magnetic compass, and aluminum trailer with spare tire. Dealer support for transport offload, inspection, boat preparation, and onboarding is included. Delivery is due February 2, 2027. The government reserves the right to award multiple purchase orders for this requirement. Buy American (FAR 52.225-1) applies.
