About this opportunity

The Federal Aviation Administration (FAA) is seeking construction services for a photovoltaic (PV) system installation at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The project involves installing a ground-mount, fixed-tilt solar array with a maximum power generating capacity of 1.6MW DC, designed to produce renewable electricity and offset campus utility energy consumption. Interested vendors must submit a capability statement demonstrating experience with construction projects over $3M, provide evidence of past performance, and include a surety statement confirming ability to obtain 100% payment and performance bonds. Evaluation criteria will focus on vendor qualifications, including business size, years of operation, and successful project history within NAICS code 221114 (Solar Electric Power Generation). All responses must be submitted via email to caridad.daniel@faa.gov and cynthia.cooper@faa.gov by Monday, May 26, 2025, at 3:00 p.m. CT.

The market survey is specifically targeting small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms to determine potential competition for the contract. The estimated project value ranges from $1,000,000 to $5,000,000, with a projected contract award in September 2025. Respondents must be active in the System for Award Management (SAM) and have a business size standard of 500 for the applicable NAICS code. The PV system will be located west of Quesada Drive and north of an existing PV#1 system, with components including solar panels, driven-pier rack support structures, combiners, inverters, and feeders. The system will integrate with the existing MMAC MetaSys metering and monitoring network, and will include site improvements, lightning protection, and counter-poise grounding.

This is a market survey for a construction project titled: 23-021127 MMAC PV#2 Phase-2 Array at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK.

This project is to install an additional Photovoltaic (PV) System on the MMAC campus in Oklahoma City, OK to produce renewable electricity and offset a portion of the MMAC’s utility energy consumption. This PV#2 system will be installed on available MMAC campus land West of Quesada Drive and North of the existing PV#1 system.  This PV#2 system will be a utility grid-tied, ground-mount, fixed-tilt system with a maximum power generating capacity of 1.6MW DC. The Phase-2 Array system will consist of solar panels attached to a driven-pier rack support structure. Combiners, inverters, and feeders will connect the power generated from this project’s array to the existing MMAC Medium Voltage (MV) distribution equipment being provided under a separate project. Site improvements will be required for installation of the PV panels and associated equipment. Lightning protection and counter-poise grounding are also required.  PV#2’s generated energy and operation will be measured and monitored via the required integration of this system with PV#1’s existing MMAC MetaSys metering and monitoring network.
