About this opportunity

The Department of Housing and Urban Development (HUD) is seeking a training program to enhance the skills of HUD underwriters in multifamily housing finance, specifically focusing on FHA 221(d)(4) new construction and substantial rehabilitation transactions. The comprehensive 6-8 week virtual training program aims to improve participants' understanding of housing finance terms, tax credits, tax-exempt bonds, development team roles, and FHA mortgage insurance processes. Interested parties are required to submit capability statements by May 15, 2025, at 12:00 PM EST, with responses to be emailed to Carmen Calloway. The training will consist of 12 two-hour instructor-guided virtual courses held twice weekly on Tuesdays and Thursdays from 1:00 P.M. to 3:00 P.M. Eastern Standard Time. Evaluation criteria will likely include the contractor's ability to meet training objectives, provide high-quality instruction, and comply with Section 508 accessibility requirements.

The procurement is not currently set aside for small businesses, with HUD potentially proceeding with full and open competition and the possibility of multiple awards. The training is classified under NAICS Code 611430 for Professional and Management Development Training, with a size standard of $15 million. The program will target 15 HUD staff members and is scheduled to run from September 4 to December 19, 2025, with a virtual kick-off and a final exam to assess participant comprehension. While specific budget details are not explicitly stated, the training will cover a comprehensive curriculum including affordable housing, legal matters, underwriting techniques, and construction administration. The contractor will be required to develop a Quality Control Plan, ensure personnel qualifications, and maintain confidentiality throughout the performance period.
