About this opportunity

The Department of the Air Force Air Mobility Command seeks repair services for KC-46 aircraft smoke barriers, with proposals due September 1, 2026, and questions due August 25, 2026. This is a Total Small Business set-aside (NAICS 336411, 1,500-employee threshold).

Place of performance is McConnell Air Force Base, Kansas. The contractor must be a certified FAA Part 145 Repair Station and located within a 200-mile radius of McConnell AFB (or satisfy this requirement through a qualified subcontractor while retaining administrative and management roles as prime). The contractor performs maintenance per Component Maintenance Manual 25-52-78 to return smoke barriers to serviceable condition; deviations require approval through the Air Force 107 engineering request process coordinated with McConnell AFB Air Force Engineering and Technical Services. McConnell AFB provides all required FAA-compliant materials and handles transportation of barriers to and from the repair facility at no cost to the contractor. All repairs must be documented on FAA Form 8130-3 with detailed technical data references and repair descriptions. A one-year transferrable workmanship warranty applies to refurbished interior items, excluding normal wear and tear. Repairs must be completed within 30 days of receipt, with zero discrepancies and 100% inspection by McConnell Quality Assurance. Contractor must obtain CASS office approval (AFLCMC/WLC) before award. Contract Discrepancy Reports must be answered within 10 calendar days.

The contract covers four line items (zipper replacement, secondary zipper replacement, patchwork, and administrative fees), each with a quantity of six units at firm fixed price. Performance runs September 21, 2026, through September 20, 2027, with delivery by September 20, 2027. Government anticipates inducting six smoke barriers throughout the period on an as-needed basis. Award will be made on Lowest Price Technically Acceptable basis; evaluation ceases once two offers are deemed technically acceptable. Payment processes through the Wide Area Workflow system.

Funds are not presently available; Government obligation is contingent upon appropriated funds availability. Amendment 1 (August 26) posted Q&A answers and updated payment instructions.
