About this file

This is a Questions and Answers document addressing 15 clarifications submitted by prospective offerors regarding solicitation FA462126Q0053 for KC-46 Smoke Barriers repair services at McConnell Air Force Base. The document resolves ambiguities related to proposal submission requirements, technical evaluation criteria, regulatory compliance, scheduling, and invoicing procedures.

Key clarifications include: (1) the 5-page PDF limit excludes the completed solicitation return and SF 1449 forms; (2) the Statement of Work dated 21 August 2026 is the sole technical evaluation document; (3) CASS office approval from AFLCMC/WLC must be obtained before award, not post-award; (4) FAA Part 145 Repair Station certification and 200-mile proximity to McConnell AFB can be satisfied through a qualified subcontractor, though the prime must retain administrative and management roles if located outside the 200-mile radius; (5) the 30-day repair turnaround period may be paused if engineering deviations require Air Force 107 process disposition; (6) on-site QA inspection will be performed by AFETS or Flightline Command Chiefs at Government discretion, with no defined response timeline; (7) McConnell AFB will order and deliver all FAA-compliant consumables required for repair; (8) invoicing via WAWF Combo 2-in-1 submissions must occur per completed and Government-accepted smoke barrier; (9) Administrative Fees (CLIN 0004) cover work necessary to comply with KC-46 smoke barrier tasks; (10) the Government anticipates inducting six smoke barriers throughout the Period of Performance (21 September 2026 through 20 September 2027) on an as-needed basis dictated by mission requirements; (11) final quotes must be submitted to jacob.sandy@us.af.mil and brian.brammer@us.af.mil; (12) prospective offerors will not receive access to Component Maintenance Manual 25-52-78 before proposal submission; and (13) the Air Agency Certificate and SF 1449 are excluded from the five-page quotation limit.

Government Response
1.
Proposal Instructions (Discrepancy)
The solicitation instructions in Addendum 52.212-1 state that offerors "shall return a copy of this solicitation with all representations filled in," while simultaneously stating that "Offers shall be submitted in pdf format and are limited to 5 pages". Since the solicitation itself is 21 pages, returning the completed solicitation exceeds the mandatory page limit.

Question: Please clarify how the 5-page PDF limitation applies to the requirement to return a copy of the solicitation with all representations completed. Are the completed SF 1449/representations excluded from the 5-page limit, or should offerors submit only specified solicitation pages within the 5-page limit?

Solicitation Page 20 (Addendum 52.212-1)
The 5-page limit excludes the solicitation return. Offerors may also elect to use their representations in SAM.gov to fulfill this requirement.
2.
Evaluation Baseline (Discrepancy)
The Addendum to 52.212-2 states that offers will be evaluated for technical acceptance "IAW the attached SON dated 19 July"; however, the attached technical specification is titled "Attachment 1 - Statement of Work" and is dated 21 August 2026.

Question: Can the Government confirm whether the Statement of Work dated 21 August 2026 is the sole technical evaluation document, or is there a separate Statement of Need (SON) dated 19 July that was omitted from the solicitation package?

Solicitation Page 21 (Addendum to 52.212-2); Attachment 1 - SOW Page 1
August 21 is the correct date for SoW. Correction made in solicitation.
3.
CASS Office Approval
SOW Section 5.1 states that the contractor falls under the Continuous Analysis Surveillance System (CASS) and "must obtain and maintain approval from the CASS office (AFLCMC/WLC) before performing any aircraft wash or maintenance tasks related to the KC-46"; however, it does not clarify if this is a pre-award requirement.

Question: Must offerors already possess formal AFLCMC/WLC CASS office approval prior to proposal submission, or will the Government facilitate CASS audit and approval for the awardee post-award prior to repair induction?

Attachment 1 - SOW Pages 8–9 (Section 5.1)
Must be approved by CASS before award no post
4.
FAA Part 145 Certification / 200-Mile Facility Requirement / Subcontractor

The SOW requires the Contractor to be an FAA Part 145 Repair Station, provide its Air Agency Certificate with its proposal, and maintain a repair facility within a 200-mile radius of McConnell AFB; however, it does not clarify whether these requirements apply to the prime contractor or the facility performing the repairs.

Question: May a prime contractor that does not hold an FAA Part 145 Air Agency Certificate and is located outside the 200-mile radius satisfy these requirements by subcontracting the repairs to an FAA Part 145 Repair Station located within 200 miles of McConnell AFB and submitting the subcontractor’s Air Agency Certificate with its proposal?

Attachment 1 – SOW, Page 3, Section C.1.0; Page 4, Section C.2.2.2; Page 6, Section C.2.4.1.
You may satisfy the requirement through a qualified sub-contractor. However, the prime must fill administrative/management roles if they are outside of the 200-mile radius.
5.
Engineering Requests / 107 Process
SOW Section C.2.5 mandates a strict 30-day turnaround per barrier, while Section 2.0.1 requires all repairs outside Component Maintenance Manual (CMM) procedures to be routed through the McConnell AFB AFETS office via the Air Force 107 engineering request process.

Question: If a Smoke Barrier requires a 107 engineering deviation and the contractor is awaiting Government/AFETS disposition, will the 30-day repair period be paused or otherwise adjusted until the required disposition is received?

Attachment 1 - SOW Page 3 (Section 2.0.1) & Page 6 (Section C.2.5)
Yes, depending on circumstances.
6.
Quality Assurance (QA) Response Timeline
SOW Section 2.0.2 and Section C.2.5 require McConnell QA or a designated representative to perform an on-site physical inspection at the contractor’s facility prior to accepting and retrieving repaired barriers; however, no timeline is defined for QA dispatch.

Question: What is the Government's standard response time to perform on-site QA inspection once notified by the contractor, and does the 30-day turnaround threshold stop upon contractor notification of completion or upon final Government QA sign-off?

Attachment 1 - SOW Page 3 (Section 2.0.2) & Page 6 (Section C.2.5)
On site physical inspection will be done by AFETS or Flightline CC’s, QA can inspect at their discretion.
7.
Consumables Logistics
SOW Section C.2.3 states that all FAA-compliant consumables and materials will be provided by McConnell AFB and stored in the 22d AMXS Support Section until needed, while Section C.2.4 notes McConnell LRS will transport barriers to the facility.

Question: Will the necessary Government-furnished consumables listed in Table 1 be delivered automatically alongside each damaged barrier, or must the Contractor submit material requests to the 22d AMXS Support Section after initial teardown and inspection?

Attachment 1 - SOW Pages 4–6 (Section C.2.3 & C.2.4)
McConnell will order and deliver any consumables so as to ensure FAA compliance per CASS requirement.
8.
WAWF Invoicing Cadence
The solicitation schedule includes four CLINs with 6 units each, and DFARS 252.232-7006 mandates the use of Combo 2in1 submissions in Wide Area WorkFlow (WAWF), but does not define billing frequency.

Question: Is the Contractor permitted to submit WAWF 2-in-1 combo invoices incrementally for each completed and Government-accepted unit, or must invoicing be batched across multiple units or CLINs?

Solicitation Pages 3, 7–9 (DFARS 252.232-7006)
Invoice per completed smoke barrier as accepted by the Government.
9.
CLIN 0004 Administrative Fees Scope
CLIN 0004 specifies "Administrative Fees to include incoming & departing fees", while SOW Section C.2.4 indicates that McConnell AFB will transport the barriers at no additional cost to the base.

Question: Can the Government clarify what tasks are covered under CLIN 0004 (e.g., induction/receiving documentation, crate uncrating/reassembly labor, FAA Form 8130-3 generation) to ensure accurate pricing separate from direct labor CLINs?

Solicitation Page 3 (CLIN 0004); Attachment 1 - SOW Page 3 & Page 6
Any administration fees required to comply with work related to KC-46 smoke barriers.
10.
Induction Rate & Delivery Scheduling
The solicitation schedule identifies 6 EA for each of CLINs 0001–0004 and a Period of Performance from 21 Sep 2026 through 20 Sep 2027, but does not define the anticipated induction frequency or sequencing. It also shows six units under each of four CLINs, but does not explain whether this means six smoke barriers with multiple potential repair charges, or separate quantities of each repair type.

Question: Does the Government anticipate inducting Smoke Barriers individually on an as-needed basis throughout the Period of Performance, or should the Contractor anticipate batch deliveries/induction of multiple units?

Solicitation Pages 3, 5–6; Attachment 1 - SOW Page 6 (Section C.2.5)
Mission requirements dictate frequency. However, there will be 6 smoke barriers that require repair.
11.
Proposal Volume & Evaluation Format
SOW Section 2.2.2 mandates submission of the "Air Agency Certificate", while the evaluation criteria under Addendum to 52.212-2 require offerors to "demonstrate a complete understanding of every requirement" within a strict 5-page limit.

Question: Beyond submitting the Air Agency Certificate and pricing, what specific narrative details or formats are required in the 5-page submission to satisfy the technical understanding criteria?

Solicitation Pages 20–21; Attachment 1 - SOW Page 4 (Section 2.2.2)
Technical Acceptance: In order to be considered technically acceptable, vendors must demonstrate a complete understanding of every requirement outlined in the attached Statement of Need dated 21 August 2026
12.
Post-Award Manual Submissions
SOW Section 2.2.2 specifies that the contractor must provide its Repair Station Manual, Quality Control Manual, and Capabilities List "upon award".

Question: Can the Government confirm that the Repair Station Manual, Quality Control Manual, and Capabilities List are strictly post-award submittals and are not required to be attached to the initial 5-page quote?

Attachment 1 - SOW Page 4 (Section 2.2.2); Solicitation Page 20
Confirmed, as stated.
13.
Quote Submission Method / Email
The solicitation identifies Brian Brammer and Jacob Sandy as points of contact for questions and provides their contact information, but does not expressly identify a separate email address or submission method for the final quotation.

Question: Please confirm the required email address and submission method for submitting the offeror's final quotation?

Solicitation, Page 20 (Addendum 52.212-1); SAM.gov opportunity posting.
To provide clarity, please send final quotes to jacob.sandy@us.af.mil & brian.brammer@us.af.mil
14.
CMM Access Prior to Proposal Submission

SOW Section 2.0.1 states that the Government will provide Component Maintenance Manual (CMM) 25-52-78 to the contractor; however, it does not clarify whether the manual will be available to prospective offerors before quotation submission.

Question: Will prospective offerors or their proposed FAA Part 145 repair-station subcontractors be given access to CMM 25-52-78 before quotation submission to verify repair capabilities and develop accurate pricing?

Attachment 1 – SOW, Page 3, Section 2.0.1.
No, prospective offerors will not get a copy. The awardee will receive the manuals.
15.
Proposal Page Limit / Required Attachments

The solicitation instructions in Addendum 52.212-1 state that offerors must return a copy of the solicitation with all representations completed, while simultaneously limiting offers to five pages. Additionally, SOW Section 2.2.2 requires submission of the FAA Part 145 Air Agency Certificate with the proposal; however, it does not clarify whether required forms, certifications, and pricing documents count toward the page limit.

Question: Are the signed SF 1449, completed pricing schedule, FAA Part 145 Air Agency Certificate, and required representations excluded from the five-page quotation limit? May current SAM.gov representations satisfy the representations requirement without resubmitting the full 21-page solicitation?

Solicitation Page 20 (Addendum 52.212-1); Attachment 1 – SOW Page 4 (Section 2.2.2).
To be considered for award, offerors shall return a copy of this solicitation with all representations filled in. Offerors may elect to use their representations in SAM.gov to fulfill this requirement. Offers shall be submitted in PDF format and are limited to 5 pages.

The AAC and 1449 will not be counted towards page limit.
