About this file

This is Amendment 0001 to solicitation FA462126Q0053, issued by the Air Force Materiel Command (AFMC) at McConnell Air Force Base, Kansas on August 26, 2026. The amendment modifies the original solicitation to post answers to questions received, update Section M (Contract Administration Data), and update fill-in data for clause 252.232-7006 (Wide Area Workflow Payment Instructions).

The amendment establishes Wide Area Workflow (WAWF) payment instructions (January 2023) requiring contractors to submit payment requests and receiving reports electronically through the WAWF system. Contractors must have a designated electronic business point of contact in the System for Award Management (SAM) and register at https://wawf.eb.mil/. Payment document types vary by line item category: cost vouchers for cost-type, labor-hour, or time-and-materials line items; invoices and receiving reports for fixed-price deliverables; Invoice 2in1 or applicable documents for fixed-price services; progress payment requests for customary progress payments; and performance-based payment requests for performance-based payments. The routing data table specifies multiple Department of Defense Activity Address Codes (DoDAACs), with Pay Official DoDAAC F87700, Issue By and Admin DoDAAC FA4621, and Inspect By, Ship To, Ship From, Service Approver, and Service Acceptor DoDAAC F2Z295. The amendment also clarifies that evaluation will be based on Lowest Price Technically Acceptable (LPTA) criteria, with technical acceptability assessed against a Statement of Need dated August 21, 2026. Once two offers are deemed technically acceptable, evaluations cease. Jacob Sandy (jacob.sandy@us.af.mil) serves as the WAWF point of contact, and the WAWF helpdesk is available at 866-618-5988.
