About this opportunity
The Department of Agriculture Forest Service seeks quotes for technical felling and removal of hazard trees across approximately 4 acres in residential neighborhoods on the shores of Lake Tahoe, California, with proposals due September 8, 2026. Award will be made under the R5 Pacific Southwest Stewardship Blanket Purchase Agreement; only current BPA holders are eligible to submit quotes. This is a total small business set-aside with a small business size standard of $11.5 million.
Place of performance is South Lake Tahoe, California. The procurement covers 16 marked trees with diameters ranging from 18 to 50 inches and heights from 55 to 102 feet, organized across 12 hazard tree locations. Trees must be directionally felled away from flagged resources, utilities, and private property with stumps cut to 12 inches or less. Harvest methods are limited to hand felling, tree climbing, or mechanical equipment with maximum 13 PSI ground pressure; full log suspension is required with no skidding permitted. All sound bole material greater than 4 inches diameter must be removed. Work is performed during the normal operating season (May 2 through October 14) with operations restricted to 8:00 AM to 6:00 PM, and no work on Memorial Day, Independence Day, Labor Day, or associated weekends. Contractors must comply with Service Contract Labor Standards wage determinations applicable to 57 California counties, including occupational rates ranging from $17.71 to $43.23 per hour with fringe benefits and paid sick leave requirements. Special insurance requirements include general liability of $500,000 per occurrence, property damage of $1 million, and automobile liability of $200,000 per person and $500,000 per occurrence. Contractors must assume fire suppression cost responsibility up to $33,200 for operations fires and comply with comprehensive fire prevention, suppression, wet weather operations, and invasive plant material protocols. Amendment 1 (August 28) incorporated site visit notes and clarified work requirements at specific locations; respondents must acknowledge receipt of this amendment. Period of performance runs September 21, 2026, through July 15, 2027. Evaluation criteria include Technical Approach (most important), Relevant Past Performance, Benefit to Local Community, and Price, weighted such that technical factors are approximately equal to price. NAICS 115310, PSC F099.
