About this file

This is Amendment 0001 to Request for Quote (RFQ) 12363N26Q4224 for LTBMU 2026 Hazard Tree Stewardship services under the Pacific Southwest Stewardship Blanket Purchase Agreement (BPA). The amendment, issued by the USDA Forest Service Stewardship Contract Branch on August 28, 2026, adds Attachment 10 containing site visit notes from August 26, 2026, and modifies several work requirements in Attachment 1.

Key modifications include: (1) clarification that on-site chipped material must be distributed throughout project areas but cannot be placed in stream zones or drainage ditches; (2) authorization to remove and reinstall "worm" type or bollard fencing sections to access urban parcels; (3) amendments to specific work tasks at 3035 Egret Way (removal of tops and associated downed logs from river) and 1201 Country Club Drive (option to buck logs into 16-inch pieces for public fuelwood use with root-ball repositioning); and (4) maximum equipment limitation of skid steers on urban parcels. The site visit notes document attendees from five contracting companies, verbal explanations of work requirements at two unvisited sites (318 Gull Court and 8608 Victoria Drive), and meeting Q&A addressing cleanup scope, equipment restrictions, fencing removal, and site-specific task modifications. The Period of Performance is September 21, 2026, through July 15, 2027. The deadline for receipt of quotes remains unchanged, and quoters must acknowledge receipt of this amendment prior to the specified hour and date.

Travis Buckalew USFS travis.buckalew@usda.gov

Notes:

Travis Buckalew (TB) met contractors at the USFS Supervisor’s Office at 1100 on 08/26/2026. The group did brief introductions and TB distributed copies of the Unit Summary document for reference. The group visited all sites except for Gull Ct. and Victoria Dr., ending the site visit at 1500. The contractors seemed to have a good handle on what this contract requires, and the group had been touring sites for 4 hours at that point.

TB verbally explained what the tasks were required at the Gull Ct. and Victoria Dr. sites, and the contractors seemed satisfied. The following verbal explanations were given regarding the Gull Ct. and Victoria Dr. sites:

318 Gull Court: 34” White Fir snag at the end of a cul-de-sac stands on a steep grade but has easy felling lanes. This tree doesn’t threaten much except for the cul-de-sac itself.

8608 Victoria Drive: Job consists of 4-6 approximately 20” downed trees to be removed, there are no standing hazard trees to be felled. Parcel has easy access from the road for removal of downed trees. Trees are sound; they had been felled with the last few years.

Meeting Q & A:

1. How extensive of a cleanup job do you require?

We require all slash and bole material associated with the target tree to be removed from the parcel. Chipping back onto the parcel is permitted, but chip depth cannot exceed 4”. Chips cannot be cast into stream zones or drainage ditches.

2. What equipment may be used on these urban parcels?

Regarding machinery, skid steers are the largest piece of equipment that may be used.

3. May we remove fencing to access the urban parcels?

Contractors may remove sections of “worm” type or bollard type fencing provided it is put back in place after work is completed.

4. Regarding the work at 3035 Egret, the solicitation document states “Remove Tops from River” Do you desire the downed logs to be removed as well?

That is correct, the work at 3035 Egret includes the removal of tops from the river as well as removal of the associated downed logs.

5. Regarding the work at 1201 Country Club Dr., can the contractor opt to buck the logs instead of complete removal?

Yes, since we’ve opened this parcel up to public fuelwood cutting, bucking the existing logs into 16” pieces so the public can utilize them for fuelwood would also be acceptable at this site only. We still require the re-positioning of the root-ball to mitigate any hazard to the public.

Travis Buckalew also commented to the group that while these USFS parcels are generally well-signed with boundary monuments, if a contractor has difficulty delineating property boundaries T. Buckalew, as COR, would make himself available to help identify any property boundaries in question.
