About this opportunity

The U.S. Forest Service, Department of Agriculture Region 6 (Pacific Northwest Region), is procuring seedling planting services for the 2026 LaGrande Planting Project on the Wallowa-Whitman National Forest, LaGrande Ranger District in Oregon. The contractor must provide labor, equipment, supervision, transportation, and operating supplies to hand plant 9,000 deciduous seedlings in spring 2026 and an additional 1,200 seedlings in fall 2026, as well as plant 5,000 one-gallon potted seedlings in fall 2026, with an optional 2,500 additional potted seedlings. The Government will evaluate proposals based on three equally weighted factors: relevant past performance (quality, customer satisfaction, timeliness, and business relations), technical experience and proposal feasibility, and price, with award going to the lowest-priced technically acceptable offer with acceptable or neutral past performance. All work must be completed within the Upper Fly Creek area within 300 feet of stream corridors with specified planting specifications and production rates of 2,000 finished trees per day for smaller seedlings and 750 per day for one-gallon seedlings. Questions regarding the solicitation are due by November 15, 2025, and proposals must be submitted by March 20, 2026, with offers remaining firm for 90 calendar days.

This contract is designated as a Total Small Business Set-Aside, restricting competition to small business concerns. The performance period runs from March 15, 2026, through November 13, 2026, with spring planting occurring between March 16 and April 30, 2026, and fall planting between October 13 and 30, 2026. The contract is structured as a firm fixed-price acquisition on a unit price basis, requiring pricing submissions for all four line items, though no specific budget range is disclosed in the solicitation. Quality assurance standards require a minimum of 90 percent compliance with specifications for full payment, with proportional payment for 80-90 percent compliance and potential reworking costs for performance below 80 percent. The work will be performed at the LaGrande Ranger District office located at 3502 Highway 30, La Grande, OR 97850, with a post-award conference required within 10 days of contract award.
