About this opportunity
The United States Department of Agriculture, Forest Service, Region 3, intends to issue a Request for Proposals for reforestation services supporting timber stand improvement and forest health initiatives across Forest Service lands in Arizona and New Mexico. The procurement will utilize a firm fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure with services provided across eleven National Forests, including Apache, Coronado, Tonto, Sitgreaves, Coconino, and Kaibab in Arizona, and Carson, Cibola, Gila, Lincoln, and Santa Fe in New Mexico. The acquisition will be conducted under FAR Parts 12 and 13, specifically FAR Subpart 13.5 for simplified commercial procedures, combined with best-value tradeoff evaluation methods from FAR Part 15 to ensure selection of the most advantageous proposals. The streamlined procedures will promote efficiency while allowing the government to conduct discussions if deemed beneficial, without formal competitive range determinations. The RFP is expected to be posted to Contract Opportunities at beta.sam.gov during the third or fourth week of September 2025, with RFP Number 127EAV25R0006.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The Forest Service anticipates awarding contracts to multiple entities based on their location and capability to serve the diverse geographical requirements across the southwestern region. Each contract will include a five-year ordering period, providing extended opportunities for selected contractors to support ongoing reforestation efforts. The pre-solicitation notice was posted on August 18, 2025, with a due date of September 12, 2025, though this appears to relate to the pre-solicitation response period rather than final proposal submission. No current contractors or incumbents were identified in the notice, and specific contract values or budget ranges were not disclosed at this pre-solicitation stage.
