About this opportunity
The Department of the Navy Strategic Systems Programs (SSP) intends to negotiate a sole source contract for technical and engineering services related to OHIO Class Submarine Inactivation. The procurement will focus on systems engineering, logistics planning, shipyard planning, and programmatic support, with primary work locations including Norfolk Naval Shipyard, Puget Sound Naval Shipyard, and Naval Base Kitsap business offices. Strategic Systems Programs plans to award the contract to JRC Integrated Systems, Inc. under the statutory authority 10 U.S.C. 3204(a)(1), which allows for a non-competitive procurement when only one responsible source can satisfy agency requirements. The anticipated contract award is scheduled for January 2025, with interested parties having 15 days from publication to submit responses potentially challenging the sole source determination. The procurement will be conducted under NAICS code 541330 for Engineering Services and Product Service Code R425 for Technical and Engineering Services.
The contract structure includes a one-year base period with four optional one-year extensions, potentially extending the total performance period to 60 months. No specific set-aside designations are applied to this opportunity, and JRC Integrated Systems, Inc. is the sole identified potential contractor. While specific award values were not explicitly stated, the contract will cover comprehensive technical support services for submarine inactivation processes. The procurement follows Federal Acquisition Regulation (FAR) 6.302 guidelines, which provide flexibility for sole source acquisitions when traditional competitive mechanisms are not feasible. SSP retains full discretion to evaluate any responses received and determine whether to maintain the sole source approach or pursue a competitive procurement process. The final contract award will be publicly announced, providing transparency in the government contracting process.

The Period of Performance is a one-year base with four one-year options for a total of 60 months (if SSP exercises all Options). SSP will publicize an award notice. The applicable Product Service Code is R425 - Technical and Engineering Services (non-IT).
The proposed contract action is for services for which SSP intends to solicit and negotiate with only one source under authority of FAR 6.302, however, SSP will consider all responses received within fifteen (15) days of the date of publication of this synopsis. SSP will normally consider information received as a result of the notice of intent solely for the purpose of determining whether to conduct a competitive procurement.
