About this opportunity

The Naval Air Systems Command (NAVAIR) issued a sole source justification for a Cost Plus Fixed Fee Task Order to Lockheed Martin Corporation, Missiles and Fire Control (LMMFC) in Archbald, Pennsylvania, to support the Laser Guided Training Round (LGTR) Program's 2025 Product Improvement Plan. The contract covers program management and engineering support for the development and testing of a twin lug carriage for the BDU-59C/B training round, with potential integration on additional weapon platforms, along with technical data delivery, production of 40 test assets, and 5 units with telemetry capabilities. NAVAIR justified the non-competitive award under 10 U.S.C. 3204(a)(1), citing LMMFC as the original designer, developer, and manufacturer with exclusive ownership of proprietary LGTR data, and noting that developing an alternative source would require 3.5 to 4 years for engineering and manufacturing development plus an additional 1.5 to 2 years for vendor qualification. The total funded amount is USD 2,968,364.00, consisting of an estimated cost of USD 2,708,869.00 and a fixed fee of USD 259,495.00, with performance effective from January 5, 2026, through September 30, 2027. Previous market research efforts, including a Sources Sought notice on April 4, 2022, and a production effort notice on August 22, 2022, yielded no alternative responses, further supporting the sole source determination.
